Extension of the tender for the procurement of Case Manager Services for Family Support Centers and MDTs (Multidisciplinary Mobile Teams) within the framework of the project “Empowering Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces the extension of the tender for the procurement of Case Manager Services for Family Support Centers and MDTs (Multidisciplinary Mobile Teams) within the framework of the project “Empowering Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”.

The project is implemented under Grant Agreement No. 81322765 dated December 16, 2025, with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The tender extension is intended to attract additional participants and ensure an adequate level of competition for specific lots.

Subject of Procurement

Case Manager Services for Family Support Centers and MDTs (Multidisciplinary Mobile Teams).

Only those lots for which an adequate level of competition was not achieved or for which a winner was not determined are included in this tender extension.

The exact place of service provision within each lot will be determined and communicated during contract signing.

Service delivery format: Hybrid.

Estimated workload: Up to approximately 160 hours per month, depending on project needs.

Cooperation format: Provision of services under a contract with an Individual Entrepreneur (FOP).

The Service Provider shall independently organize the service delivery process and shall not be subject to the internal labor regulations of FCU.

Service period: Until December 14, 2026, inclusive, with the possibility of extension upon mutual agreement of the Parties and/or in the event of an extension of the project implementation period.

Submission Deadline

The deadline for submission of tender proposals is 7 (seven) calendar days from the date of the tender extension announcement, i.e. until June 10, 2026, inclusive.

All proposals received after 8:00 PM on June 10, 2026, will not be considered.

Tender proposals submitted prior to the announcement of the tender extension shall remain valid and will participate in the further review and evaluation process after the extended submission deadline.


Tender Proposal Requirements

The tender proposal must include the following:

Commercial Proposal

(in accordance with the Tender Form) in Excel or Word format, plus a signed and stamped scanned copy.

Registration Documents

  • Extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
  • Copy of the taxpayer registration extract or a document confirming the taxation system;
  • Bank account confirmation letter and/or bank details.

Qualification Compliance Statement

(in the provided template format), signed and stamped (if applicable).

CV/Resume of the Service Provider.

Scanned copies of registration documents must be submitted as part of the complete tender documentation package.

If the applicant is not registered as an Individual Entrepreneur (FOP) at the time of submission, they may provide a confirmation letter stating their willingness to register as a FOP if selected as the successful bidder.

Payment Terms

Payments shall be made in the national currency of Ukraine (UAH) via bank transfer to the Service Provider’s bank account.


Terms of Reference (TOR) for Case Manager

Key Responsibilities

  • Conduct initial and follow-up needs assessments of beneficiaries;
  • Establish, maintain, and manage individual beneficiary case files;
  • Develop and coordinate individual support plans jointly with beneficiaries and project participants;
  • Refer beneficiaries to social, psychological, legal, medical, and other specialized services according to identified needs;
  • Ensure regular monitoring of case progress and make adjustments to support plans when necessary;
  • Maintain ongoing communication with beneficiaries and provide informational, emotional, and motivational support;
  • Maintain complete and confidential case documentation in accordance with organizational policies and donor requirements;
  • Prepare reports, coordination protocols, and other project documentation;
  • Participate in team meetings, supervision sessions, and multidisciplinary case discussions;
  • Cooperate with partners, service providers, community representatives, and other stakeholders;
  • Support beneficiary feedback collection processes;
  • Coordinate communication between project participants and beneficiaries;
  • Participate in field visits and project activities as required.

Expected Results (KPIs)

  • 100% of beneficiaries receive an initial needs assessment and have an opened case file within established timelines;
  • Regular follow-up of active cases and updates to individual support plans are ensured;
  • Timely and effective referrals of beneficiaries to appropriate services;
  • Prompt response to beneficiary needs during mobile team visits;
  • Proper maintenance of case documentation and reporting in accordance with organizational procedures and/or donor requirements;
  • Compliance with confidentiality requirements and ethical standards;
  • Active participation in team meetings, supervision sessions, and case discussions;
  • Effective interaction among beneficiaries, partners, and project participants.

Qualification Requirements

  • Higher education in social work, psychology, law, medicine, humanities, or related fields;
  • Experience in case management, social support services, or coordination of assistance to vulnerable population groups;
  • Previous experience in NGOs, humanitarian, or international projects is an advantage;
  • Experience working with beneficiaries, communities, partners, and service providers;
  • Skills in needs assessment, support planning, and coordination of comprehensive assistance;
  • Experience in documentation management and reporting;
  • Proficiency in MS Office and Google Workspace;
  • Strong communication, organizational, and analytical skills;
  • Willingness to participate in field visits and project activities as required;
  • High level of stress resilience, responsibility, and ability to work in a multitasking environment;
  • English language proficiency at A2 level or higher is desirable.

Evaluation and Selection

The successful bidder will be selected following a financial and technical evaluation of submitted proposals based on the criteria outlined in Table 1, but no later than June 15, 2026.

Notification of results will be sent to the email address specified in the Commercial Proposal.

Tender proposals will be evaluated separately for each lot.

Evaluation of proposals shall be conducted using the best value for money principle rather than solely based on the lowest price criterion.

The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or reject a proposal if other participants offer more advantageous conditions.
