Extension of the tender for the procurement of lawyer services for Family Support Centers within the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Actions (EMPOWER)”

Public organization Fishermen Club of Ukraine (hereinafter referred to as FCU) announces an extension of the tender for the procurement of lawyer services for Family Support Centers within the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Actions (EMPOWER)”. The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Tender extension announcement date: 28 August 2026.
Subject of procurement: lawyer services for Family Support Centers.

The exact place of service delivery under the relevant lot will be determined and communicated additionally when the contract is concluded.
Service delivery format: hybrid.
Estimated scope of services: approximately up to 160 hours per month, depending on project needs.
Cooperation format: provision of services within the project under a contract with an individual entrepreneur.
The service provider independently organizes the service delivery process and is not subject to FCU’s internal labor regulations.
Service delivery period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or if the project implementation period is extended.
Deadline for submission of tender proposals: seven (7) calendar days, including the announcement date, until 3 September 2026 inclusive.
All tender proposals received by FCU after the submission deadline, namely after 8:00 p.m. on 3 September 2026, will not be considered.
Tender proposals submitted by participants before the tender extension was announced remain valid and will participate in the subsequent review and evaluation after the extended submission period has ended.
The tender proposal must include the following information:
- A commercial proposal (in accordance with the Tender Form) in Excel or Word format, together with a scanned copy bearing a signature and stamp.
- Registration documents:
- an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations;
- a copy of an extract from the register of taxpayers or a copy of another document confirming the applicable taxation system;
- a bank account confirmation letter/bank details.
- A certificate of compliance with the qualification requirements (according to the provided template), bearing a signature and stamp (if applicable);
- Diplomas and certificates;
- The service provider’s CV.
Scanned copies of the registration documents must be submitted together with the complete package of tender documentation.
If the participant is not registered as an individual entrepreneur at the time of submission, they may provide a confirmation letter stating their readiness to register as an individual entrepreneur if selected as the winner.
Payment: payments will be made in the national currency of Ukraine, the Ukrainian hryvnia, by bank transfer to the service provider’s bank account.
Terms of Reference for the Lawyer
Main functions:
- providing legal advice to beneficiaries regarding their rights, social protection and access to government and partner services;
- conducting an initial assessment of legal needs and developing individual legal cases;
- developing and supporting individual legal assistance plans jointly with case managers and other project specialists;
- preparing legal documents, applications, appeals and other documents within the scope of competence;
- coordinating referrals of beneficiaries to specialized legal services, government authorities and partner organizations;
- maintaining regular communication with beneficiaries and providing information support;
- maintaining confidential documentation and preparing reports in accordance with the organization’s internal policies and donor requirements;
- participating in team meetings, interdisciplinary discussions and case conferences;
- cooperating with partners, community representatives, government institutions and other stakeholders;
- participating in field visits and project activities according to project needs;
- supporting efforts to inform beneficiaries about their rights and available legal protection mechanisms;
- ensuring compliance with ethical standards and confidentiality when handling beneficiaries’ personal data.
Expected results (KPIs):
- all beneficiaries requiring legal assistance receive consultations within the established timeframes;
- regular follow-up of legal cases and updating of legal assistance plans is ensured;
- timely and high-quality referral of beneficiaries to relevant legal services or government institutions;
- legal documents and appeals are prepared in accordance with beneficiaries’ needs;
- documentation and reporting are maintained in accordance with the organization’s procedures and/or donor requirements;
- compliance with confidentiality requirements and professional ethical standards;
- active participation in team meetings, case discussions and interdisciplinary work;
- proper cooperation among beneficiaries, partners and project participants;
- timely submission of reports in accordance with the organization’s internal requirements and donor requirements.
Requirements for the service provider:
- higher legal education;
- experience in providing legal advice, legal assistance or protecting beneficiaries’ rights;
- experience in NGOs, humanitarian or international projects is preferred;
- knowledge of Ukrainian civil, administrative, social and labor law;
- experience preparing legal documents, applications, appeals and consultations;
- experience cooperating with government institutions, communities, partners and service organizations;
- documentation and reporting skills;
- proficiency in office software (MS Office / Google Workspace);
- experience using legal databases (Liga:Zakon, YouControl, Verdictum or equivalent) will be an advantage;
- communication, organizational and analytical skills;
- willingness to participate in field visits and project activities according to project needs;
- a high level of responsibility, attention to detail, integrity and ability to multitask;
- English language proficiency at A2 level or higher is preferred;
- a certificate granting the right to practice law will be an advantage.
The tender winner will be selected by the organizer following the financial and technical evaluation of the submitted proposals against the essential selection criteria (conditions) specified in Table 1 of this announcement, but no later than 8 September 2026. Notification will be sent to the email address indicated in the commercial proposal.
Tender proposals will be evaluated in accordance with FCU’s procurement procedure and with due regard to the specific nature of the services being procured.
Tender proposals will be evaluated separately for each lot.

Proposals will be evaluated using the best value for money principle, rather than solely on the basis of the lowest price.
The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or to reject the proposal if other participants offer more favorable terms.
