Extension of the tender for the procurement of Lawyer services for Family Support Centres within the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”

The PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as the “FCU”) announces an extension of the tender for the procurement of  Lawyer services for Family Support Centres within the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”. The project is implemented pursuant to Grant Agreement No. 81322765 dated 16 December 2025 with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Tender extension announcement date: 11 August 2026.

Subject of procurement: Lawyer services for Family Support Centres.

The exact place of service provision under the relevant lot will be determined and communicated additionally at the contract-signing stage.

Service delivery format: hybrid.

Estimated scope of services: up to approximately 160 hours per month, depending on project needs.

Cooperation format: provision of services within the project under a service agreement with an individual entrepreneur/sole proprietor.

The Service Provider shall independently organize the service provision process and shall not be subject to the internal labour regulations of the FCU.

Service provision period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement between the Parties and/or in the event of an extension of the project implementation period.

Deadline for submission of tender proposals: 7 (seven) calendar days, including the announcement date – until 17 August 2026 inclusive.

All tender proposals received by the FCU after the final submission deadline, namely after 20:00 on 17 August 2026, shall not be considered.

Tender proposals submitted before the tender extension was announced shall remain valid and shall participate in the subsequent review and evaluation after the extended submission period ends.

The tender proposal must contain the following information and documents:

  1. A commercial proposal prepared in accordance with the “Tender Form” in Excel or Word format, together with a scanned copy signed and stamped.
  2. Registration documents:
  • an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations;
  • a copy of an extract from the relevant taxpayers’ register or a copy of another document confirming the applicable taxation system;
  • a bank account confirmation letter and/or bank details.
  1. A statement confirming compliance with the qualification requirements, prepared according to the provided template, signed and stamped, if applicable.
  2. Diplomas and certificates;
  3. The Service Provider’s CV.

Scanned copies of the registration documents must be submitted together with the complete package of tender documentation.

If the participant is not registered as an individual entrepreneur at the time of submitting the proposal, the participant may provide a confirmation letter stating their readiness to register as an individual entrepreneur if selected as the tender winner.

Payment: payments shall be made in the national currency of Ukraine – Ukrainian hryvnia – by bank transfer to the Service Provider’s bank account.

TERMS OF REFERENCE FOR THE LAWYER

Main functions:

  • providing legal advice to beneficiaries regarding their rights, social protection and access to government and partner services;
  • conducting initial assessments of legal needs and opening individual legal cases;
  • developing and supporting individual legal assistance plans jointly with case managers and other project specialists;
  • preparing legal documents, applications, submissions and other documents within the Service Provider’s area of competence;
  • coordinating referrals of beneficiaries to specialized legal services, government authorities and partner organizations;
  • maintaining regular communication with beneficiaries and providing informational support;
  • maintaining confidential documentation and preparing reports in accordance with the organization’s internal policies and donor requirements;
  • participating in team meetings, interdisciplinary discussions and case conferences;
  • cooperating with partners, community representatives, government institutions and other stakeholders;
  • participating in field visits and project activities in accordance with project needs;
  • supporting efforts to inform beneficiaries about their rights and available legal protection mechanisms;
  • ensuring compliance with ethical standards and confidentiality requirements when processing beneficiaries’ personal data.

Expected results and key performance indicators (KPIs):

  • all beneficiaries requiring legal assistance receive consultations within the established timeframes;
  • regular support of legal cases and updates to legal assistance plans are ensured;
  • beneficiaries are referred to appropriate legal services or government institutions in a timely and high-quality manner;
  • legal documents and submissions are prepared in accordance with beneficiaries’ needs;
  • documentation and reports are maintained in accordance with the organization’s procedures and/or donor requirements;
  • confidentiality requirements and professional ethical standards are observed;
  • active participation in team meetings, case discussions and interdisciplinary work;
  • proper interaction among beneficiaries, partners and project participants is ensured;
  • reports are submitted on time in accordance with the organization’s internal requirements and donor requirements.

Requirements for the Service Provider:

  • a university degree in law;
  • experience in providing legal advice, legal support or protection of beneficiaries’ rights;
  • experience working with NGOs, humanitarian organizations or international projects is preferred;
  • knowledge of Ukrainian civil, administrative, social and labour law;
  • experience in preparing legal documents, applications, submissions and legal advice;
  • experience cooperating with government institutions, communities, partners and service providers;
  • documentation management and reporting skills;
  • proficiency in MS Office/Google Workspace;
  • skills in using legal databases (Liga:Zakon, YouControl, Verdictum or similar platforms) will be considered an advantage;
  • communication, organizational and analytical skills;
  • willingness to participate in field visits and project activities in accordance with project needs;
  • a high level of responsibility, attention to detail and integrity, and the ability to work in a multitasking environment;
  • English language proficiency at a level not lower than A2 is preferred;
  • a licence to practise law will be considered an advantage.

The tender winner shall be selected by the organizer following the financial and technical evaluation of the submitted proposals in accordance with the essential selection criteria specified in Table 1 of this announcement, but no later than 20 August 2026. The notification shall be sent to the email address specified in the commercial proposal.

Tender proposals shall be evaluated in accordance with the requirements of the FCU procurement procedure and taking into account the specific nature of the services being procured.

Tender proposals shall be evaluated separately for each lot.

The proposals shall be evaluated based on the best value for money principle, meaning the optimal price-quality ratio, rather than solely on the basis of the lowest price.

By participating in this tender, the participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or to reject the proposal if other participants offer more advantageous terms.
