Extension of the tender for the procurement of personal insulation kits within Project No. UKR26_0222 dated 04.03.2026 “DOVIRA II: ‘Trust in Ukrainian’ — Development of Organized Life-Saving Interventions to Assist the Most Vulnerable Population Groups in Ukraine”

“FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”), EDRPOU code 42261174, announces the extension of the tender for the procurement of personal insulation kits within Project No. UKR26_0222 dated 04.03.2026 “DOVIRA II: ‘Trust in Ukrainian’ — Development of Organized Life-Saving Interventions to Assist the Most Vulnerable Population Groups in Ukraine”.
The tender is extended in order to attract additional participants and ensure an appropriate level of competition.
Date of the tender extension announcement: 06 July 2026.
Place of delivery of goods: DAP Incoterms 2020 (Delivered at Place – “delivery and unloading at the place of destination”): Sumy region, Sumy city, 3 Voskresenska Street.
Delivery period: approximately from 20 September 2026 to 15 November 2026 inclusive. Delivery shall be made in batches according to the Customer’s requests. The approximate volume of one batch is from 200 to 450 kits and may vary depending on the vehicle capacity, logistics conditions, and the Customer’s needs.
Deadline for submission of tender proposals: 5 (five) calendar days, including the day of announcement — until 10 July 2026 inclusive.
All tender proposals received by FCU after the submission deadline, namely after 18:00 on 10 July 2026, shall not be considered.
Tender proposals submitted by participants before the announcement of the tender extension shall remain valid and shall participate in the further review and evaluation after the extended deadline for submission of proposals.
Requirements for participants:
Participants must:
– be duly registered business entities in accordance with the legislation of Ukraine;
– have the relevant types of economic activity (KVED);
– have experience in supplying similar goods;
– ensure high-quality and timely delivery of goods in accordance with the terms of this tender.
Financial requirements:
Participants must indicate in their commercial proposal:
– the price excluding VAT or other mandatory taxes/fees;
– the price including VAT or other mandatory taxes/fees, if applicable.
The tender proposal must contain the following information and documents:
1. Commercial proposal in accordance with the “Tender Form” in Excel/Word format + scanned copy signed and stamped.
2. Registration documents:
– extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations, issued not earlier than 3 months before the submission date;
– copy of the tax payer certificate or tax payer extract, issued not earlier than 3 months before the submission date;
– bank account confirmation letter / bank details;
– copy of the passport of the individual entrepreneur or the company director, pages 1–6 and the page with the registered place of residence, or both sides of the ID card together with the extract on the place of residence;
– copy of the first page of the Ukrainian passport for travelling abroad, the page with personal data where the name is indicated in Latin letters, if available.
3. Certificate of compliance with qualification requirements, according to the template, signed and stamped, if available.
4. Cover letter, according to the template, signed and stamped, if available.
5. Recommendation letters, if available, shall be considered an advantage.
6. Quality certificates for the goods, if available.
7. ISO certificate, if available, shall be considered an advantage.
8. Documents/information confirming experience in supplying large volumes of similar products.
9. Guarantee letter confirming the ability to deliver each batch of goods within 5 (five) calendar days from the date of receiving the Customer’s request.
10. Guarantee letter confirming replacement of damaged goods at the supplier’s own expense within 5 (five) working days from the date of receiving written notification from the Customer.
To confirm compliance with the “Social Responsibility” criterion, the participant may provide a free-form statement describing relevant practices, such as local activities, environmental approaches, employment of vulnerable groups, etc. Providing such information is not mandatory and shall be taken into account during the evaluation of the proposal.
Scanned copies of registration documents shall be submitted together with the complete package of tender documents.
Only participants who submit a complete package of documents shall be admitted to evaluation. If mandatory documents are not provided, the proposal may be rejected without evaluation.
Payment:
Payment shall be made in the national currency of Ukraine — Ukrainian hryvnia (UAH), by bank transfer to the Supplier’s current account.
The price proposed by the Participant and specified in the contract based on the tender results shall be fixed for the entire term of the contract and shall not be subject to change, except in cases provided for by the current legislation of Ukraine.
Payment shall be made on the basis of properly executed primary documents after the actual delivery of the relevant batch of goods.
Preference shall be given to the supplier offering the best value for money in terms of the price and quality of goods, delivery and payment terms, as well as confirming the quality of products with relevant documents, including quality certificates, ISO certificate, if available, and a guarantee letter regarding replacement of goods within 5 (five) working days.
An additional advantage shall be documented experience in implementing projects for non-governmental organizations with a similar supply volume in terms of quantity and complexity, confirmed by documents such as contracts, acceptance acts, and recommendation letters.
Under equal conditions, preference shall be given to the supplier offering 100% payment after delivery of the goods.
The winner of the tender shall be determined by the organizer after the financial and technical evaluation of the submitted proposals in accordance with the essential selection criteria specified in this announcement, but no later than 16 July 2026.

Price Evaluation
The lowest offered price receives the maximum score. Other proposals are evaluated proportionally.
The participant obtaining the highest total score shall be declared the winner.
The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information confirming compliance with the requirements and conditions of this announcement.
By submitting documents for participation in this tender procedure, the participant confirms understanding and acceptance that the organizer may reject its proposal if other participants offer more favorable conditions.
