Extension of the tender for the procurement of Psychologist Services for Family Support Centers and MDTs (Multidisciplinary Mobile Teams) within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) hereby announces the extension of the tender for the procurement of Psychologist Services for Family Support Centers and MDTs (Multidisciplinary Mobile Teams) within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”.
The project is implemented under Grant Agreement No. 81322765 dated December 16, 2025, with the support of the German Agency for International Cooperation (GIZ GmbH).
The tender extension is conducted in order to attract additional participants and ensure an adequate level of competition for certain lots.
Tender Extension Announcement Date: June 16, 2026.
Subject of Procurement
Psychologist services for Family Support Centers and MDTs (Multidisciplinary Mobile Teams).
Only the lots for which sufficient competition was not ensured or a winner was not selected are included in the extension.

The exact service delivery location within each respective lot will be determined and communicated additionally during contract signing.
Service Delivery Format: Hybrid.
Estimated Workload: Up to approximately 160 hours per month, depending on project needs.
Cooperation Format: Service provision under a contract with an Individual Entrepreneur (FOP).
The service provider independently organizes the service delivery process and is not subject to the internal labor regulations of UAC.
Service Period: Until December 14, 2026 inclusive, with the possibility of extension upon mutual agreement of the Parties and/or in the event of an extension of the project implementation period.
Proposal Submission Deadline: Within 7 (seven) calendar days from the date of announcement, until June 22, 2026 inclusive.
All proposals received after 8:00 PM on June 22, 2026 will not be considered.
Tender proposals submitted before the announcement of the tender extension remain valid and will continue to participate in the evaluation process after the extended submission period ends.
Tender Proposal Requirements
The tender proposal must include:
1. Commercial Proposal
- Completed according to the Tender Form;
- Submitted in Excel or Word format;
- Plus a signed and stamped scanned copy (if applicable).
2. Registration Documents
- Extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
- Extract from the taxpayers register or a document confirming the taxation system;
- Bank account confirmation letter and/or bank details.
3. Qualification Compliance Statement
- Completed according to the provided template;
- Signed and stamped (if applicable).
4. CV/Resume of the Service Provider
Scanned copies of registration documents must be submitted together with the full tender documentation package.
If an applicant is not registered as an Individual Entrepreneur (FOP) at the time of application, they may provide a letter confirming their willingness to register as an FOP if selected as the winner.
Payment Terms
Payments shall be made in the national currency of Ukraine (UAH) via bank transfer to the service provider’s bank account.
Terms of Reference (ToR)
Key Responsibilities
- Conduct individual and group psychological counseling sessions for beneficiaries;
- Provide psychosocial and emotional support to individuals affected by stress, trauma, loss, or crisis situations;
- Conduct initial and follow-up assessments of beneficiaries’ psychosocial well-being and identify support needs;
- Develop and implement individualized psychological support plans jointly with case managers and other project staff;
- Provide Psychological First Aid (PFA) and crisis intervention support;
- Facilitate psychosocial support activities for children, adults, and families;
- Coordinate referrals to specialized services based on identified needs;
- Maintain regular communication with beneficiaries and provide informational, emotional, and motivational support;
- Maintain complete and confidential documentation in accordance with organizational policies and donor requirements;
- Prepare reports, coordination records, and other project documentation;
- Participate in team meetings, supervision sessions, and multidisciplinary case discussions;
- Cooperate with partners, service providers, community representatives, and other stakeholders;
- Participate in field visits and project activities according to project needs;
- Support the development and adaptation of psychosocial support materials and tools.
Expected Results (KPIs)
- All beneficiaries requiring psychological support receive consultations within established timelines;
- Regular psychological support and monitoring of beneficiaries’ psychosocial well-being are ensured;
- Timely and appropriate referrals to specialized services are provided;
- Psychological First Aid (PFA) is delivered during crisis situations;
- Individual and group psychosocial support sessions are conducted according to project plans;
- Documentation and reporting comply with organizational procedures and donor requirements;
- Confidentiality and professional ethical standards are maintained;
- Active participation in team meetings, supervision sessions, and case discussions;
- Effective coordination among beneficiaries, partners, and project staff;
- Timely submission of reports in accordance with organizational and donor requirements.
Service Provider Requirements
- Higher education in Psychology, Psychotherapy, or a related field;
- Experience providing individual and/or group psychological support;
- Experience working with vulnerable populations, including IDPs, children, families, and individuals affected by war or crises;
- Previous experience with NGOs, humanitarian, or international projects is desirable;
- Knowledge of psychological support methods for crisis and stress situations;
- Understanding of Psychosocial Support (PSS), Psychological First Aid (PFA), and trauma-informed approaches;
- Skills in conducting individual and group consultations;
- Documentation and reporting skills;
- Proficiency in MS Office and/or Google Workspace;
- Strong communication, organizational, and analytical skills;
- Willingness to participate in field activities and project-related travel;
- High level of empathy, resilience, and adherence to professional ethics;
- English language proficiency at A2 level or higher is desirable;
- Certifications or additional training in PFA, Child Protection, MHPSS, PTSD, or trauma-informed approaches will be considered an advantage.
Evaluation Process
The tender winner will be selected following financial and technical evaluation of submitted proposals based on the criteria outlined below, but no later than June 29, 2026.
Notification will be sent to the email address specified in the commercial proposal.
Proposals will be evaluated separately for each lot.

Evaluation of proposals shall be conducted using the best value for money principle rather than solely based on the lowest price criterion.
The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or reject a proposal if other participants offer more advantageous conditions.
