Extension of the tender for the procurement of speech therapist services for Family Support Centers within the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Actions (EMPOWER)”

Public organization Fishermen Club of Ukraine (hereinafter referred to as FCU) announces an extension of the tender for the procurement of speech therapist services for Family Support Centers within the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Actions (EMPOWER)”. The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Tender extension announcement date: 28 August 2026.
Subject of procurement: speech therapist services for Family Support Centers.

The exact place of service delivery under the relevant lot will be determined and communicated additionally when the contract is concluded.
Service delivery format: hybrid.
Estimated scope of services: approximately up to 160 hours per month, depending on project needs.
Cooperation format: provision of services within the project under a contract with an individual entrepreneur.
The service provider independently organizes the service delivery process and is not subject to FCU’s internal labor regulations.
Service delivery period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or if the project implementation period is extended.
Deadline for submission of tender proposals: seven (7) calendar days, including the announcement date, until 3 September 2026 inclusive.
All tender proposals received by FCU after the submission deadline, namely after 8:00 p.m. on 3 September 2026, will not be considered.
Tender proposals submitted by participants before the tender extension was announced remain valid and will participate in the subsequent review and evaluation after the extended submission period has ended.
The tender proposal must include the following information:
- A commercial proposal (in accordance with the Tender Form) in Excel or Word format, together with a scanned copy bearing a signature and stamp.
- Registration documents:
- an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations;
- a copy of an extract from the register of taxpayers or a copy of another document confirming the applicable taxation system;
- a bank account confirmation letter/bank details.
- A certificate of compliance with the qualification requirements (according to the provided template), bearing a signature and stamp (if applicable);
- The service provider’s CV.
Scanned copies of the registration documents must be submitted together with the complete package of tender documentation.
If the participant is not registered as an individual entrepreneur at the time of submission, they may provide a confirmation letter stating their readiness to register as an individual entrepreneur if selected as the winner.
Payment: payments will be made in the national currency of Ukraine, the Ukrainian hryvnia, by bank transfer to the service provider’s bank account.
Terms of Reference for the Speech Therapist
Main functions:
- conducting speech and language assessments of children and other project beneficiaries;
- conducting individual and/or group speech therapy and corrective sessions;
- developing and implementing individual corrective support plans in line with beneficiaries’ needs;
- providing parents/guardians with recommendations on supporting children’s speech development;
- monitoring progress in speech development and adjusting support plans;
- cooperating with case managers, psychologists, educators and other project team members;
- maintaining regular communication with beneficiaries and parents/guardians;
- maintaining documentation and preparing reports in accordance with the organization’s internal policies and donor requirements;
- participating in team meetings, supervision sessions and interdisciplinary discussions;
- participating in field visits and project activities according to project needs;
- supporting the development and adaptation of educational and corrective materials;
- ensuring compliance with ethical standards and confidentiality when working with beneficiaries.
Expected results (KPIs):
- delivery of the planned number of speech therapy sessions in accordance with the project schedule;
- regular speech therapy support is provided to beneficiaries;
- positive progress in beneficiaries’ speech development in accordance with individual support plans;
- timely maintenance of documentation and preparation of reports without deficiencies;
- proper cooperation with parents/guardians and project participants;
- compliance with confidentiality requirements and professional ethical standards;
- active participation in team meetings, supervision sessions and case discussions;
- support for a safe, inclusive and child-friendly environment;
- timely submission of reports in accordance with the organization’s internal requirements and donor requirements.
Requirements for the service provider:
- higher education in Speech Therapy, Special Education, Corrective Pedagogy or a related field;
- practical experience as a speech therapist or corrective support specialist;
- experience in NGOs, humanitarian or international projects is preferred;
- experience working with children, families and vulnerable groups;
- knowledge of modern speech therapy methods and corrective approaches;
- skills in conducting speech and language assessments and developing individual corrective programs;
- skills in conducting individual and group sessions;
- documentation and reporting skills;
- proficiency in office software (MS Office / Google Workspace);
- experience with online tools (Zoom, Google Workspace or equivalent) will be an advantage;
- communication, organizational and analytical skills;
- willingness to participate in field visits and project activities according to project needs;
- a high level of empathy, responsibility, resilience and ability to multitask;
- English language proficiency at A2 level or higher is preferred;
- additional certifications or professional development courses in speech therapy or corrective pedagogy will be an advantage.
The tender winner will be selected by the organizer following the financial and technical evaluation of the submitted proposals against the essential selection criteria (conditions) specified in Table 1 of this announcement, but no later than 8 September 2026. Notification will be sent to the email address indicated in the commercial proposal.
Tender proposals will be evaluated in accordance with FCU’s procurement procedure and with due regard to the specific nature of the services being procured.
Tender proposals will be evaluated separately for each lot.

Proposals will be evaluated using the best value for money principle, rather than solely on the basis of the lowest price.
The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or to reject the proposal if other participants offer more favorable terms.
