Extension of the tender for the procurement of Speech Therapist Services for Family Support Centers within the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as FCU) announces the extension of the tender for the procurement of Speech Therapist Services for Family Support Centers within the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”.

The project is implemented under Grant Agreement No. 81322765 dated December 16, 2025, with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The tender extension is conducted in order to attract additional participants and ensure an adequate level of competition for certain lots.

Date of Tender Extension Announcement: June 16, 2026.

Subject of Procurement

Speech Therapist services for Family Support Centers (only the lots for which sufficient competition was not ensured or no winner was selected are included in this extension).

The exact service delivery location within each respective lot will be determined and communicated additionally during contract signing.

Service Delivery Format: Hybrid.

Estimated Workload: Up to approximately 160 hours per month, depending on project needs.

Cooperation Format: Service provision under a contract with an Individual Entrepreneur (FOP).

The service provider independently organizes the service delivery process and is not subject to the internal labor regulations of FCU.

Service Period: Until December 14, 2026 inclusive, with the possibility of extension upon mutual agreement of the Parties and/or in the event of an extension of the project implementation period.

Proposal Submission Deadline: Within 7 (seven) calendar days from the date of announcement, until June 22, 2026 inclusive.

All tender proposals received after 8:00 PM on June 22, 2026 will not be considered.

Tender proposals submitted before the announcement of the extension remain valid and will participate in further evaluation after the extended submission period ends.


Tender Proposal Requirements

The tender proposal must include:

Commercial Proposal

  • Commercial proposal completed in accordance with the Tender Form in Excel or Word format;
  • Signed and stamped scanned copy (if applicable).

Registration Documents

  • Extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
  • Copy of the taxpayer register extract or a document confirming the taxation system;
  • Bank account confirmation letter and/or bank details.

Qualification Compliance Statement

  • Completed according to the provided template;
  • Signed and stamped (if applicable).

Resume/CV of the Service Provider

Scanned copies of registration documents shall be submitted together with the complete tender documentation package.

If the participant is not registered as an Individual Entrepreneur (FOP) at the time of submission, a confirmation letter regarding readiness to register as an FOP in case of selection as the winner may be provided.


Payment Terms

Payments shall be made in the national currency of Ukraine (UAH) via bank transfer to the service provider’s bank account.


Terms of Reference – Speech Therapist

Key Responsibilities

  • Conduct speech and language assessments of children and other project beneficiaries;
  • Conduct individual and/or group speech therapy and corrective sessions;
  • Develop and implement individualized intervention plans according to beneficiaries’ needs;
  • Provide recommendations to parents/guardians on supporting children’s speech and language development;
  • Monitor progress in speech and language development and adjust intervention plans accordingly;
  • Cooperate with case managers, psychologists, educators, and other project specialists;
  • Maintain regular communication with beneficiaries and their parents/guardians;
  • Maintain documentation and prepare reports in accordance with organizational policies and donor requirements;
  • Participate in team meetings, supervision sessions, and multidisciplinary discussions;
  • Participate in field visits and project activities according to project needs;
  • Support the development and adaptation of educational and corrective materials;
  • Ensure compliance with ethical standards and confidentiality requirements when working with beneficiaries.

Expected Results (KPIs)

  • Delivery of the planned number of speech therapy sessions according to the project schedule;
  • Regular speech therapy support is provided to beneficiaries;
  • Positive progress in beneficiaries’ speech and language development in accordance with individual support plans;
  • Timely and accurate documentation and reporting without remarks;
  • Effective cooperation with parents/guardians and project team members;
  • Compliance with confidentiality requirements and professional ethical standards;
  • Active participation in team meetings, supervision sessions, and case discussions;
  • Maintenance of a safe, inclusive, and child-friendly environment;
  • Timely submission of reports in accordance with organizational and donor requirements.

Service Provider Requirements

  • Higher education in Speech Therapy, Special Education, Corrective Pedagogy, or a related field;
  • Practical experience as a speech therapist or corrective support specialist;
  • Previous experience with NGOs, humanitarian, or international projects is desirable;
  • Experience working with children, families, and vulnerable populations;
  • Knowledge of modern speech therapy methodologies and corrective approaches;
  • Skills in conducting speech and language assessments and developing individualized intervention programs;
  • Experience conducting individual and group sessions;
  • Documentation and reporting skills;
  • Proficiency in MS Office and/or Google Workspace;
  • Experience using online tools (Zoom, Google Workspace, or similar) will be considered an advantage;
  • Strong communication, organizational, and analytical skills;
  • Willingness to participate in field visits and project activities according to project needs;
  • High level of empathy, responsibility, resilience, and ability to work in a multitasking environment;
  • English language proficiency at A2 level or higher is desirable;
  • Additional certifications or professional development courses in speech therapy or corrective pedagogy will be considered an advantage.

Evaluation Process

The tender winner will be selected after financial and technical evaluation of submitted proposals based on the criteria outlined in Table 1, but no later than June 16, 2026.

Notification will be sent to the email address specified in the commercial proposal.

Evaluation of proposals will be conducted in accordance with FCU procurement procedures and the specific nature of the services being procured.

Proposals will be evaluated separately for each lot.

Evaluation of proposals shall be conducted using the best value for money principle rather than solely based on the lowest price criterion.

The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or reject a proposal if other participants offer more advantageous conditions.
