Extension of the tender for the procurement of speech therapy services for Family Support Centres within the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”

The PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as the “FCU”) announces an extension of the tender for the procurement of speech therapy services for Family Support Centres within the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”. The project is implemented pursuant to Grant Agreement No. 81322765 dated 16 December 2025 with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Tender extension announcement date: 11 August 2026.
Subject of procurement: speech therapy services for Family Support Centres.

The exact place of service provision under the relevant lot will be determined and communicated additionally at the contract-signing stage.
Service delivery format: hybrid.
Estimated scope of services: up to approximately 160 hours per month, depending on project needs.
Cooperation format: provision of services within the project under a service agreement with an individual entrepreneur/sole proprietor.
The Service Provider shall independently organize the service provision process and shall not be subject to the internal labour regulations of the FCU.
Service provision period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement between the Parties and/or in the event of an extension of the project implementation period.
Deadline for submission of tender proposals: 7 (seven) calendar days, including the announcement date – until 17 August 2026 inclusive.
All tender proposals received by the FCU after the final submission deadline, namely after 20:00 on 17 August 2026, shall not be considered.
Tender proposals submitted before the tender extension was announced shall remain valid and shall participate in the subsequent review and evaluation after the extended submission period ends.
The tender proposal must contain the following information and documents:
- A commercial proposal prepared in accordance with the “Tender Form” in Excel or Word format, together with a scanned copy signed and stamped.
- Registration documents:
- an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations;
- a copy of an extract from the relevant taxpayers’ register or a copy of another document confirming the applicable taxation system;
- a bank account confirmation letter and/or bank details.
- A statement confirming compliance with the qualification requirements, prepared according to the provided template, signed and stamped, if applicable.
- The Service Provider’s CV.
Scanned copies of the registration documents must be submitted together with the complete package of tender documentation.
If the participant is not registered as an individual entrepreneur at the time of submitting the proposal, the participant may provide a confirmation letter stating their readiness to register as an individual entrepreneur if selected as the tender winner.
Payment: payments shall be made in the national currency of Ukraine – Ukrainian hryvnia – by bank transfer to the Service Provider’s bank account.
TERMS OF REFERENCE FOR THE SPEECH THERAPIST
Main functions:
- conducting speech and language assessments of children and other project beneficiaries;
- conducting individual and/or group speech therapy and remedial sessions;
- developing and implementing individual remedial support plans in accordance with beneficiaries’ needs;
- providing parents/guardians with recommendations on supporting children’s speech and language development;
- monitoring progress in speech and language development and adjusting support plans;
- cooperating with case managers, psychologists, educators and other project participants;
- maintaining regular communication with beneficiaries and parents/guardians;
- maintaining documentation and preparing reports in accordance with the organization’s internal policies and donor requirements;
- participating in team meetings, supervision sessions and interdisciplinary discussions;
- participating in field visits and project activities in accordance with project needs;
- supporting the development and adaptation of educational and remedial materials;
- ensuring compliance with ethical standards and confidentiality requirements when working with beneficiaries.
Expected results and key performance indicators (KPIs):
- the planned number of speech therapy sessions is conducted in accordance with the project schedule;
- regular speech therapy support for beneficiaries is ensured;
- beneficiaries demonstrate positive progress in speech and language development in accordance with their individual support plans;
- documentation is maintained and reports are prepared in a timely manner and without deficiencies;
- proper interaction with parents/guardians and project participants is ensured;
- confidentiality requirements and professional ethical standards are observed;
- active participation in team meetings, supervision sessions and case discussions;
- a safe, inclusive and child-friendly environment is supported;
- reports are submitted on time in accordance with the organization’s internal requirements and donor requirements.
Requirements for the Service Provider:
- a university degree in Speech Therapy, Special Education, Remedial Education or a related field;
- practical experience as a speech therapist or remedial support specialist;
- experience working with NGOs, humanitarian organizations or international projects is preferred;
- experience working with children, families and vulnerable population groups;
- knowledge of modern speech therapy methods and remedial approaches;
- skills in conducting speech and language assessments and developing individual remedial programmes;
- skills in conducting individual and group sessions;
- documentation management and reporting skills;
- proficiency in MS Office/Google Workspace;
- skills in using online tools (Zoom, Google Workspace or similar platforms) will be considered an advantage;
- communication, organizational and analytical skills;
- willingness to participate in field visits and project activities in accordance with project needs;
- a high level of empathy, responsibility and resilience, and the ability to work in a multitasking environment;
- English language proficiency at a level not lower than A2 is preferred;
- additional certifications or professional development courses in speech therapy or remedial education will be considered an advantage.
The tender winner shall be selected by the organizer following the financial and technical evaluation of the submitted proposals in accordance with the essential selection criteria specified in Table 1 of this announcement, but no later than 20 August 2026. The notification shall be sent to the email address specified in the commercial proposal.
Tender proposals shall be evaluated in accordance with the requirements of the FCU procurement procedure and taking into account the specific nature of the services being procured.
Tender proposals shall be evaluated separately for each lot.

The proposals shall be evaluated based on the best value for money principle, meaning the optimal price-quality ratio, rather than solely on the basis of the lowest price.
By participating in this tender, the participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or to reject the proposal if other participants offer more advantageous terms.
