Extension of the tender for the procurement of teacher services for Family Support Centers and MMTs (multidisciplinary mobile teams) within the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Actions (EMPOWER)”

Public organization Fishermen Club of Ukraine (hereinafter referred to as FCU) announces an extension of the tender for the procurement of teacher services for Family Support Centers and MMTs (multidisciplinary mobile teams) within the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Actions (EMPOWER)”.

The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Tender extension announcement date: 28 August 2026.

The exact place of service delivery under the relevant lot will be determined and communicated additionally when the contract is concluded.

Service delivery format: hybrid.

Estimated scope of services: approximately 120 to 160 hours per month per lot. This scope is indicative and may increase or decrease depending on project needs, the number of beneficiaries and the implementation plan for project activities. The scope of services to be provided will be determined by the Customer in accordance with project needs and may change during the term of the contract.

Cooperation format: provision of services within the project under a contract with an individual entrepreneur.

The service provider independently organizes the service delivery process and is not subject to FCU’s internal labor regulations.

Service delivery period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or if the project implementation period is extended.

Deadline for submission of tender proposals: seven (7) calendar days, including the announcement date, until 3 September 2026 inclusive.

All tender proposals received by FCU after the submission deadline, namely after 8:00 p.m. on 3 September 2026, will not be considered.

The tender proposal must include the following information:

  1. A commercial proposal (in accordance with the Tender Form) in Excel or Word format, together with a scanned copy bearing a signature and stamp.
  2. Registration documents:
  • an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations;
  • a copy of an extract from the register of taxpayers or a copy of another document confirming the applicable taxation system;
  • a bank account confirmation letter/bank details.
  1. A certificate of compliance with the qualification requirements (according to the provided template), bearing a signature and stamp (if applicable);
  2. The service provider’s CV.

Scanned copies of the registration documents must be submitted together with the complete package of tender documentation.

If the participant is not registered as an individual entrepreneur at the time of submission, they may provide a confirmation letter stating their readiness to register as an individual entrepreneur if selected as the winner.

Payment: payments will be made in the national currency of Ukraine, the Ukrainian hryvnia, by bank transfer to the service provider’s bank account.

Terms of Reference

Main functions:

  • conducting individual and group educational sessions for children and adolescents according to specialization (mathematics, Ukrainian, English, STEM and robotics);
  • assessing the knowledge level, educational needs and learning gaps of children and adolescents;
  • providing educational support and assistance in mastering the school curriculum;
  • developing and adapting educational materials to participants’ age, level of preparation, individual needs and psycho-emotional condition;
  • conducting practical sessions, demonstrations, experiments, project-based and interactive educational activities (for the STEM field);
  • supporting the development of learning skills, critical thinking, motivation to learn and engagement in the educational process;
  • advising children, adolescents and their parents/guardians on educational matters;
  • participating in interdisciplinary cooperation with case managers, psychologists, social workers and other project specialists;
  • participating in the work of Family Support Centers and the activities of multidisciplinary mobile teams;
  • maintaining the required documentation and preparing reports in accordance with project and donor requirements;
  • participating in team meetings, supervision sessions and other project events;
  • ensuring a safe, inclusive and child-friendly educational environment.

Expected results (KPIs):

  • delivery of the planned number of individual and/or group sessions in accordance with the project plan;
  • regular educational support for children and adolescents in accordance with the service provider’s specialization;
  • development and use of educational materials adapted to participants’ age, knowledge level and individual needs;
  • improved engagement of children and adolescents in the educational process;
  • support for improving participants’ knowledge and learning skills and overcoming educational gaps;
  • delivery of STEM activities and practical sessions (for the relevant field);
  • positive feedback from children, parents/guardians and members of the multidisciplinary team;
  • timely and proper maintenance of documentation and reporting in accordance with project requirements;
  • active participation in interdisciplinary cooperation with other project specialists;
  • proper communication with project participants, parents/guardians and other stakeholders;
  • support for a safe, inclusive and child-friendly environment;
  • timely submission of reports in accordance with the organization’s internal policies and donor requirements.

Requirements for the service provider:

  • higher pedagogical education or education in the relevant specialized field;
  • at least one year of teaching experience or experience working with children and adolescents;
  • experience conducting individual and group sessions;
  • knowledge of modern learning and teaching methods;
  • knowledge of national educational standards and modern pedagogical approaches;
  • skills in preparing educational materials and adapting the learning process to participants’ needs;
  • skills in motivating children to learn and supporting their engagement in the educational process;
  • understanding the principles of inclusive education, Child Protection and working with children under stress or in crisis situations will be an advantage;
  • documentation and reporting skills;
  • proficiency in MS Office and/or Google Workspace;
  • experience with online learning platforms (Zoom, Google Classroom or equivalent) will be an advantage;
  • communication and organizational skills;
  • willingness to work in a hybrid format and participate in project field activities;
  • experience working with vulnerable groups will be an advantage;
  • certificates in pedagogy, non-formal education, SEL, PFA, Child Protection or related fields will be an advantage;
  • English language proficiency at A2 level or higher is preferred.

The tender winner will be selected by the organizer following the financial and technical evaluation of the submitted proposals against the essential selection criteria (conditions) specified in Table 1 of this announcement, but no later than 8 September 2026. Notification will be sent to the email address indicated in the commercial proposal.

Tender proposals will be evaluated in accordance with FCU’s procurement procedure and with due regard to the specific nature of the services being procured.

Tender proposals will be evaluated separately for each lot.

Proposals will be evaluated using the best value for money principle, rather than solely on the basis of the lowest price.

The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or to reject the proposal if other participants offer more favorable terms.
