Extension of the tender for the procurement of teacher services for the Family Support Centres and Mobile Multidisciplinary Teams (MMTs) within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Action (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces an extension of the tender for the procurement of teacher services for the Family Support Centres and Mobile Multidisciplinary Teams (MMTs) within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Action (EMPOWER)”.

The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Date of announcement of the tender extension: 19 August 2026.

The exact place of service delivery under the respective Lot shall be determined and communicated additionally when the Agreement is concluded.

Service delivery format: hybrid

Estimated scope of services: approximately 120 to 160 hours per month per Lot. This scope is indicative and may increase or decrease depending on the project needs, the number of beneficiaries and the project activity implementation plan. The scope of services to be provided shall be determined by the Customer according to the project needs and may change during the term of the Agreement.

Cooperation format: provision of services within the project under an agreement with an Individual Entrepreneur (sole proprietor).

The Service Provider shall independently organise the service delivery process and shall not be subject to FCU’s internal labour regulations.

Service delivery period: through 14 December 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or if the project implementation period is extended.

Deadline for submission of tender proposals: 7 (seven) calendar days, including the date of the announcement, through 25 August 2026 inclusive.

All tender proposals received by FCU after the submission deadline, namely after 20:00 on 25 August 2026, shall not be considered.

The tender proposal must include the following information:

  1. Commercial Proposal (using the Tender Form) in Excel or Word format, together with a scanned copy bearing the signature and stamp.
  2. Registration documents:
  • an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations;
  • a copy of an extract from the Taxpayer Register or a copy of a document confirming the taxation system;
  • a bank account opening certificate/bank details.
  1. Statement of Compliance with Qualification Requirements (using the provided template), signed and stamped (if applicable);
  2. CV of the Service Provider.

Scanned copies of the registration documents shall be submitted together with the complete tender documentation package.

If the Participant is not registered as an Individual Entrepreneur at the time of proposal submission, the Participant may provide a confirmation letter stating their readiness to register as an Individual Entrepreneur if selected as the winner.

Payment: payments shall be made in the national currency of Ukraine, the hryvnia, by bank transfer to the Service Provider’s bank account.

TERMS OF REFERENCE

Main functions:

  • conducting individual and group educational sessions for children and adolescents according to the relevant specialisation (mathematics, Ukrainian language, English language, STEM and robotics);
  • assessing the level of knowledge, educational needs and learning gaps of children and adolescents;
  • providing educational support and assistance in mastering the school curriculum;
  • developing and adapting learning materials according to the participants’ age, level of preparation, individual needs and psycho-emotional state;
  • conducting practical sessions, demonstrations, experiments, project-based activities and interactive educational activities (for the STEM specialisation);
  • supporting the development of learning skills, critical thinking, motivation to learn and engagement in the educational process;
  • advising children, adolescents and their parents/guardians on educational matters;
  • participating in interdisciplinary cooperation with case managers, psychologists, social workers and other project specialists;
  • participating in the work of the Family Support Centres and the activities of the Mobile Multidisciplinary Teams;
  • maintaining the required documentation and preparing reports in accordance with project and donor requirements;
  • participating in team meetings, supervision sessions and other project activities;
  • ensuring a safe, inclusive and child-friendly learning environment.

Expected results (KPIs):

  • delivery of the planned number of individual and/or group sessions in accordance with the project plan;
  • provision of regular educational support to children and adolescents according to the Service Provider’s specialisation;
  • development and use of learning materials adapted to the participants’ age, level of knowledge and individual needs;
  • improved engagement of children and adolescents in the educational process;
  • support for improving participants’ knowledge, developing learning skills and overcoming learning gaps;
  • delivery of STEM activities and practical sessions (for the relevant specialisation);
  • positive feedback from children, parents/guardians and members of the multidisciplinary team;
  • timely and proper maintenance of documentation and reporting in accordance with project requirements;
  • active participation in interdisciplinary cooperation with other project specialists;
  • proper communication with project participants, parents/guardians and other stakeholders;
  • maintenance of a safe, inclusive and child-friendly environment;
  • timely submission of reports in accordance with the organisation’s internal policies and donor requirements.

Requirements for the Service Provider:

  • a higher education degree in teaching or a degree in the relevant specialised field;
  • at least 1 year of experience in teaching or working with children and adolescents;
  • experience in conducting individual and group sessions;
  • knowledge of modern teaching and learning methodologies;
  • knowledge of national educational standards and modern pedagogical approaches;
  • skills in preparing learning materials and adapting the educational process to participants’ needs;
  • skills in motivating children to learn and supporting their engagement in the educational process;
  • an understanding of the principles of inclusive education, Child Protection and working with children experiencing stress or crisis situations shall be an advantage;
  • skills in maintaining documentation and preparing reports;
  • proficiency in MS Office and/or Google Workspace;
  • skills in using online learning platforms (Zoom, Google Classroom or similar platforms) shall be an advantage;
  • communication and organisational skills;
  • readiness to work in a hybrid format and participate in the project’s field activities;
  • experience in working with vulnerable population groups shall be an advantage;
  • certificates in pedagogy, non-formal education, SEL, PFA, Child Protection or related fields shall be an advantage;
  • English language proficiency at level A2 or above is desirable.

The tender winner shall be selected by the Organiser following the financial and technical evaluation of the submitted proposals against the material selection criteria (conditions) specified in Table 1 of this announcement, but no later than 28 August 2026. Notification shall be sent to the email address specified in the Commercial Proposal.

Tender proposals shall be evaluated in accordance with FCU’s procurement procedure and with due consideration of the specific nature of the services being procured.

Tender proposals shall be evaluated separately for each Lot.
