Tender for light and medium repair works at Family Support Centres under the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Action (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter — FCU) announces a tender for light and medium repair works at Family Support Centres under the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Actions (EMPOWER)”. The project is implemented under Grant Agreement No. 81322765 dated December 16, 2025, with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Tender announcement date: August 27, 2026.
Subject of procurement: light and medium repair works at Family Support Centres under the following lots:
1. LOT 1: Kharkiv, 29 92nd Brigade Street;
2. LOT 2: Dnipro, 8 Starokozatska Street;
3. LOT 3: Mykolaiv, 173 Tsentralnyi Avenue;
4. LOT 4: Fastiv, 5 Shevchenka Lane.
A participant may submit a proposal for one, several, or all lots. Proposals and winners will be evaluated separately for each lot. FCU reserves the right to conclude contracts for different lots with different winners.
Period for completion of repair works: September–November 2026, but no later than November 30, 2026. A detailed work schedule will be agreed separately for each lot.
Deadline for submission of tender proposals: 14 (fourteen) calendar days, including the announcement date — through September 9, 2026, inclusive.
All tender proposals received by FCU after the submission deadline, namely after 18:00 on September 9, 2026, will not be considered.
Requirements for Participants:
The works must be performed by a business entity duly registered under the applicable legislation of Ukraine, with relevant registered economic activity codes (KVED), experience in performing similar works, a sufficient number of personnel, the necessary tools and equipment, and the organisational capacity to complete the works within the deadlines specified in the contract.
The tender proposal must include the following information:
- A commercial proposal (in accordance with the Tender Form) in Excel or Word format, together with a scanned copy bearing a signature and stamp.
- A completed cost estimate based on the technical specification form, separately for each lot offered, in Excel format and as a signed PDF copy. All items must be completed, and the total price must include all costs;
- Registration documents:
- an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations;
- a copy of an extract from the taxpayer register or a copy of a document confirming the applicable taxation system;
- a bank account confirmation letter/bank details;
- A Certificate of Compliance with the Qualification Requirements (using the provided template), signed and stamped (if applicable);
- A Cover Letter (using the provided template);
- Reference letters (if available).
- A copy of at least one similar contract concluded within the last three years and a document confirming its proper performance: a certificate of completed works, a reference letter, or another supporting document.
- A work schedule for each lot offered, indicating the start date, key stages, and total duration of the works.
- A statement or guarantee letter in free form confirming that the participant has a sufficient number of personnel and adequate material, technical, and organisational resources to perform the works properly and on time under each lot offered. Personal data of employees and specific positions or occupations are not required.
- A guarantee letter regarding the quality of works and materials and a warranty period of at least 12 months from the date of signing the certificate of acceptance of completed works.
- Other documents confirming the participant’s qualifications and experience (if available).
Scanned copies of the registration documents must be submitted together with the complete tender documentation package.
Payment: payments will be made in the national currency of Ukraine — Ukrainian hryvnia — by bank transfer to the Contractor’s bank account.
Preference will be given to the participant offering the best price-to-quality ratio, as well as the most favourable performance and payment terms. All other conditions being equal, preference will be given to a participant who agrees to 100% payment on the basis of a certificate of acceptance of completed works signed by the parties.
The specific payment schedule and payment terms will be established in the contract based on the tender results.
If several proposals have identical or comparable price and quality indicators, preference will be given to the participant offering 100% payment after the works have been fully completed and accepted by the Contracting Organisation on the basis of a certificate of acceptance of completed works signed by the parties.
The winner for each lot will be determined separately based on verification of the proposal’s compliance with the mandatory requirements and on the financial and technical evaluation in accordance with the criteria set out in Table 1. The winner will be the participant whose proposal complies with the mandatory requirements and receives the highest total score. The decision on the winner will be made no later than September 14, 2026. Notification will be sent to the email address specified in the Tender Form.
Tender proposals will be evaluated in accordance with the procurement procedure requirements and taking into account the specific nature of the works that are the subject of this procurement.

The participant’s capacity must be confirmed by a statement or guarantee letter in free form regarding the availability of sufficient personnel, the necessary material and technical resources, and the ability to perform the works within the required deadlines. |
| Warranty Period | 5 | The duration of the proposed warranty period is evaluated. Preference is given to the proposal offering a longer warranty period. A warranty period of less than 12 months does not comply with the mandatory requirements. |
By participating in this tender, the participant acknowledges and agrees that the tender organiser reserves the right to request additional documents and/or information confirming that particular provisions of the submitted documents comply with the requirements and conditions of this announcement.
By submitting documents to participate in the procurement procedure (tender) under this announcement, the participant confirms its understanding and acceptance that the organiser may reject its proposal if proposals submitted by other participants contain more favourable terms.
