PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces a tender for the procurement of Case Manager services for Family Support Centers and MDTs (Multidisciplinary Mobile Teams) within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”.
The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The exact location of service provision within the relevant lot shall be determined and communicated additionally during contract signing.
Service provision format: hybrid.
Estimated scope of services: up to approximately 160 hours per month depending on project needs.Cooperation format: provision of services within the framework of the project based on a civil law agreement with an Individual Entrepreneur / Sole Proprietor (FOP).
The service provider independently organizes the service provision process, is not subject to the internal labor regulations of FCU, and is not considered to be in an employment relationship with the Organization.
Service provision period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or in the event of extension of the project implementation period.
Deadline for submission of tender proposals: until 31 May 2026 inclusive (until 20:00 Kyiv time).
All tender proposals received by FCU after the submission deadline, namely after 20:00 on 31 May 2026, shall not be considered.
Tender Proposal Must Include the Following Information:
- Commercial Proposal (in accordance with the Tender Form) in Excel or Word format + scanned copy signed and stamped (if applicable);
- Registration documents:
- extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
- copy of tax payer registration extract or copy of the document confirming the taxation system;
- bank account confirmation / bank details;
- Certificate of compliance with qualification requirements (according to the template) signed and stamped (if applicable);
- CV of the service provider.
Scanned copies of registration documents shall be submitted together with the complete tender documentation package.
If the participant is not registered as an FOP at the time of submission, they may provide a confirmation letter regarding readiness to register as an FOP in the event of being selected as the winner.
Payment Terms
Payments shall be made in the national currency of Ukraine — hryvnia (UAH), in non-cash form by transfer to the service provider’s bank account.
Terms of Reference for the Case Manager
Main Functions:
- conducting initial and follow-up assessments of beneficiaries’ needs;
- creating, maintaining, and supporting individual beneficiary case files;
- developing and coordinating individual support plans jointly with beneficiaries and project participants;
- referring beneficiaries to social, psychological, legal, medical, and other specialized services according to identified needs;
- ensuring regular monitoring of case progress and introducing adjustments to support plans;
- maintaining continuous communication with beneficiaries and providing informational, emotional, and motivational support;
- maintaining complete and confidential case documentation in accordance with the organization’s internal policies and donor requirements;
- preparing reports, coordination protocols, and other project documentation;
- participating in team meetings, supervisions, and multidisciplinary discussions;
- interacting with partners, service organizations, community representatives, and other stakeholders;
- supporting beneficiary and project participant feedback collection processes;
- coordinating interaction between project participants and beneficiaries;
- participating in field visits and project activities according to project needs.
Expected Results (KPIs):
- 100% of beneficiaries have completed initial needs assessments and opened case files within the established timeframe;
- regular support of active cases and updating of individual support plans ensured;
- timely and high-quality referral of beneficiaries to relevant services ensured;
- prompt response to beneficiaries’ needs during mobile field visits ensured;
- maintenance of case documentation and reporting in accordance with organizational procedures and/or donor requirements;
- compliance with confidentiality requirements and ethical standards of work;
- active participation in team meetings, supervisions, and case discussions;
- ensuring proper interaction between beneficiaries, partners, and project participants.
Requirements for the Service Provider:
- higher education in social work, psychology, law, medicine, humanities, or related fields;
- experience in case management, social support, or coordination of assistance to vulnerable population groups;
- experience working within NGOs, humanitarian, or international projects is desirable;
- experience interacting with beneficiaries, communities, partners, and service organizations;
- skills in needs assessment, support planning, and coordination of comprehensive assistance;
- documentation management and reporting skills;
- proficiency in office software (MS Office / Google Workspace);
- communication, organizational, and analytical skills;
- willingness to participate in field visits and project activities according to project needs;
- high level of stress resistance, responsibility, and ability to work in a multitasking environment;
- English language proficiency at a minimum A2 level is desirable.
The tender winner shall be determined by the organizer following financial and technical evaluation of submitted proposals according to the essential selection criteria specified in Table 1, but no later than 08 June 2026. Notification shall be sent to the email address specified in the commercial proposal.
Evaluation of tender proposals shall be conducted in accordance with FCU procurement procedures and taking into account the specifics of the services being procured.
Tender proposals shall be evaluated separately for each lot.

Evaluation of proposals shall be conducted using the best value for money principle rather than solely based on the lowest price criterion.
The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or reject a proposal if other participants offer more advantageous conditions.
