PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces a tender for the procurement of engineering supervision and repair works support services for Family Support Centers within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”.
The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Tender announcement date: 15 May 2026.
Place of service provision: facilities located in Mykolaiv, Kherson, Kharkiv, Dnipropetrovsk, and Kyiv Oblasts (including Kyiv city).
Service provision period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or in the event of extension of the project implementation period.
Deadline for submission of tender proposals: 7 (seven) calendar days inclusive from the date of announcement — until 21 May 2026 inclusive.
All tender proposals received by FCU after the submission deadline, namely after 18:00 on 21 May 2026, shall not be considered.
Requirements for Participants
Services must be provided by a business entity registered in accordance with the current legislation of Ukraine, having relevant KVED codes, experience in providing similar services, and the capacity to provide services within the timeframe specified in the contract.
Tender Proposal Must Include the Following Information:
- Commercial Proposal (in accordance with the Tender Form) in Excel or Word format + scanned copy signed and stamped;
- Registration documents:
- extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
- copy of tax payer registration extract or copy of the document confirming the taxation system;
- bank account confirmation / bank details;
- copy of the passport of the Individual Entrepreneur (FOP) or company director (pages 1–6 and the page indicating registered address) or copy of both sides of the ID card together with residence registration extract;
- copy of the first page of the Ukrainian international passport (page with personal data and name in Latin letters), if available;
- Certificate of compliance with qualification requirements (according to the template) signed and stamped (if applicable);
- Cover letter (according to the template);
- Recommendation letters (if available);
- Copies of similar contracts and/or certificates of completed works (if available);
- Information regarding the ability to conduct field visits and provide services in the specified oblasts;
- Information regarding specialists planned to be engaged for service provision (if available);
- Guarantee letter confirming the possibility of timely and high-quality service provision in accordance with the tender conditions;
- Other documents confirming qualifications and experience of the participant (if available).
Scanned copies of registration documents shall be submitted together with the complete tender documentation package.
Payment Terms
Payments shall be made in the national currency of Ukraine — hryvnia (UAH), in non-cash form by transfer to the supplier’s bank account.
Preference shall be given to the supplier offering the best value for money, optimal service provision conditions, and payment terms. Under otherwise equal conditions, preference shall be given to the supplier agreeing to 100% payment after actual service provision.
The tender winner shall be determined by the organizer following financial and technical evaluation of submitted proposals according to the essential selection criteria specified in Table 1, but no later than 26 May 2026. Notification shall be sent to the email address specified in the Tender Form.
Evaluation of tender proposals shall be conducted in accordance with procurement procedures and taking into account the specifics of the services being procured.

The participant of this tender acknowledges and agrees that the organizer reserves the right to request additional documents and/or information confirming compliance of specific provisions of submitted documents with the requirements and conditions of this announcement.
By submitting documents for participation in the procurement procedure (tender) under this announcement, the participant confirms understanding and agreement that the organizer may reject its proposal if proposals of other participants contain more advantageous conditions.
