Tender for the procurement of logistics support services for field monitoring visits within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”

The PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as the “FCU”) announces a tender for the procurement of logistics support services for field monitoring visits within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”.
The project is implemented pursuant to Grant Agreement No. 81322765 dated 16 December 2025 with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Tender announcement date: 27 July 2026.
Place of service provision: Kharkiv, Fastiv, Dnipro and Mykolaiv, as well as a fifth location to be determined and communicated additionally.
Service provision period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement between the Parties and/or in the event of an extension of the project implementation period.
Deadline for submission of tender proposals: 7 (seven) calendar days, including the announcement date — until 02 August 2026 inclusive.
All tender proposals received by the FCU after the submission deadline, namely after 18:00 on 02 August 2026, shall not be considered.
REQUIREMENTS FOR PARTICIPANTS
Participants must:
- ensure the proper sanitary and technical condition of the vehicles;
- provide a vehicle with at least 4 passenger seats, excluding the driver’s seat;
- be duly registered business entities in accordance with the legislation of Ukraine;
- have the relevant registered type of economic activity for the provision of the specified services;
- preferably have experience in providing similar services;
- be able to provide the services at the locations and within the timeframes specified in the agreement;
- provide comprehensive logistics support for monitoring visits, including the organization of travel, rental of a vehicle with a driver, accommodation, administrative coordination, and preparation of supporting documents and reports.
The Participant confirms its capacity to provide logistics support services for field monitoring visits in a timely and high-quality manner in accordance with the Client’s requirements.
The tender proposal must contain the following information and documents:
- A commercial proposal prepared in accordance with the “Tender Form” in Excel or Word format, as well as a scanned copy signed and stamped, if applicable.
- Registration documents:
- an extract or excerpt from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations;
- a copy of an extract from the taxpayers’ register or another document confirming the applicable taxation system;
- a bank account confirmation letter and/or bank details.
- A statement confirming compliance with the qualification requirements, prepared in accordance with the provided template, signed and stamped, if applicable.
- A cover letter prepared in accordance with the provided template.
- Letters of recommendation, if available.
The Participant may provide additional documents confirming its technical, organizational and operational capacity to provide the services.
Scanned copies of the registration documents must be submitted together with the complete package of tender documentation.
PAYMENT
Payments shall be made in the national currency of Ukraine — Ukrainian hryvnia — by bank transfer to the Service Provider’s bank account.
Preference shall be given to the Participant offering the best price-quality ratio, as well as the most favourable service provision and payment terms. All other conditions being equal, preference shall be given to the Participant that agrees to receive 100% payment after the services have actually been provided.
The tender winner shall be selected by the organizer following the financial and technical evaluation of the submitted proposals in accordance with the essential selection criteria and conditions specified in this announcement, but no later than 05 August 2026.
Notification of the tender results shall be sent to the email address specified in the Tender Form.
The Participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information confirming that the submitted documents comply with the requirements and conditions of this announcement.
By submitting documents for participation in the procurement procedure under this announcement, the Participant confirms its understanding and acceptance that the organizer may reject its proposal if the proposals submitted by other Participants contain more advantageous terms.
