Public Organization “Fishermen Club of Ukraine” (FCU) (hereinafter referred to as FCU), EDRPOU code 42261174, announces a tender for the procurement of Personal Insulation Materials Kits within the framework of Project No. UKR26_0222 dated 04.03.2026, “DOVIRA II: ‘Trust in Ukrainian’ – Development of Organized Life-Saving Interventions to Assist the Most Vulnerable Populations in Ukraine.”

Place of Delivery

DAP Incoterms 2020 (Delivered at Place):
3 Voskresenska Street, Sumy, Sumy Oblast, Ukraine.

Delivery Period

Approximately from 20 September 2026 to 15 November 2026 (inclusive).

Delivery shall be made in batches according to the Purchaser’s requests. The estimated volume of one batch ranges from 200 to 450 kits and may vary depending on vehicle capacity, logistical conditions, and the Purchaser’s needs.

Deadline for Submission of Tender Proposals

21 (twenty-one) calendar days – until 01 Jule 2026, inclusive.

Any tender proposals received by FCU after 18:00 on 01 Jule 2026 shall not be considered.


Eligibility Requirements

Participants must:

  • Be duly registered business entities in accordance with the legislation of Ukraine;
  • Have relevant economic activity codes (KVED);
  • Have experience in supplying similar goods;
  • Ensure high-quality and timely delivery of goods in accordance with the conditions of this tender.

Financial Requirements

Participants must indicate in their commercial proposal:

  • Price excluding VAT (or other mandatory taxes/charges);
  • Price including VAT (or other mandatory taxes/charges, where applicable).

Tender Proposal Package

The tender proposal must contain the following information and documents:

Commercial Proposal

  • Commercial proposal (according to the Tender Form) in Excel/Word format;
  • Signed and stamped scanned copy (if applicable).

Registration Documents

  • Extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations (issued no earlier than 3 months before the submission date);
  • Copy of tax payer certificate or extract from the taxpayer register (issued no earlier than 3 months before submission);
  • Bank account confirmation/details;
  • Copy of the passport of the Individual Entrepreneur (FOP) or company director (pages 1–6 and registration page), or both sides of the ID card together with proof of residence registration;
  • Copy of the first page of the Ukrainian international passport (page containing personal data and name in Latin characters), if available.

Additional Documents

  • Certificate of compliance with qualification requirements (according to the template), signed and stamped (if applicable);
  • Cover letter (according to the template), signed and stamped (if applicable);
  • Recommendation letters (if available) – considered an advantage;
  • Product quality certificates (if available);
  • ISO certificate (if available) – considered an advantage;
  • Documents/information confirming experience in supplying large volumes of similar products;
  • Guarantee letter confirming the ability to deliver each batch within 5 (five) calendar days from receipt of the Purchaser’s request;
  • Guarantee letter confirming replacement of damaged goods at the Supplier’s expense within 5 (five) working days from receipt of the Purchaser’s written notification.

To confirm compliance with the “Social Responsibility” criterion, participants may provide a free-form statement describing relevant practices (local operations, environmental initiatives, employment of vulnerable groups, etc.). Submission of such information is optional and will be considered during evaluation.

Scanned copies of registration documents must be submitted together with the complete tender documentation package.

Only participants who submit the complete package of documents will be admitted for evaluation. Failure to provide mandatory documents may result in rejection of the proposal without evaluation.


Payment Terms

Payment shall be made in the national currency of Ukraine (UAH) by bank transfer to the Supplier’s current account.

The price proposed by the Participant and stipulated in the contract resulting from the tender shall remain fixed throughout the contract term and may not be changed except as provided by the legislation of Ukraine.

Payment shall be made on the basis of duly executed primary accounting documents after actual delivery of the respective batch of goods.


Selection Criteria

Preference will be given to the supplier offering the best combination of:

  • Price and quality of goods;
  • Delivery conditions;
  • Payment terms;
  • Documentary confirmation of product quality (quality certificates, ISO certificate if available, guarantee letter for replacement within 5 working days).

Additional preference will be given to suppliers with documented experience in implementing projects for non-governmental organizations involving a similar volume and complexity of supply, confirmed by contracts, acceptance certificates, and recommendation letters.

Under otherwise equal conditions, preference will be given to the supplier offering 100% post-payment upon delivery.

The tender winner will be determined after financial and technical evaluation of the submitted proposals according to the essential selection criteria specified in this announcement, but no later than 08 July 2026.

Price Evaluation

The lowest offered price receives the maximum score. Other proposals are evaluated proportionally.

The participant obtaining the highest total score shall be declared the winner.


The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information confirming compliance with the requirements and conditions of this announcement.

By submitting documents for participation in this tender procedure, the participant confirms understanding and acceptance that the organizer may reject its proposal if other participants offer more favorable conditions.
