Tender for the procurement of personal protective equipment and UAV detection devices for Mobile Multidisciplinary Teams (MMTs) operating in high-risk areas within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Action (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces a tender for the procurement of personal protective equipment and UAV detection devices for Mobile Multidisciplinary Teams (MMTs) operating in high-risk areas within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Action (EMPOWER).”

The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Tender announcement date: 24 July 2026.

The procurement is divided into two separate lots:

LOT 1 — personal protective equipment for Mobile Multidisciplinary Teams (MMTs);

LOT 2 — UAV detection devices and vehicle mounts for such devices.

A tenderer may submit a tender offer for one individual lot or for both lots. Tender offers shall be evaluated, and the successful tenderer shall be selected separately for each lot.

Place of delivery: Kharkiv, 29, 92nd Brigade Street; Mykolaiv, 173 Tsentralnyi Avenue. The city and exact address of the third location will be provided by the Purchaser additionally.

The goods shall be delivered in equal quantities to three locations designated by the Purchaser, in accordance with the quantities specified in Tables 1 and 2 of the Tender Form. All costs related to packaging, loading, transportation and delivery of the goods to the delivery locations shall be borne by the Supplier.

Deadline for submission of tender offers: 7 (seven) calendar days, including the tender announcement date — until 30 July 2026 inclusive.

All tender offers received by FCU after the submission deadline, namely after 18:00 on 30 July 2026, shall not be considered.

Requirements for Tenderers

Tenderers shall:

  • be duly registered business entities in accordance with the legislation of Ukraine;
  • have registered types of economic activity corresponding to the subject matter of the procurement;
  • ensure the high-quality and timely supply of the goods in accordance with the terms and conditions of this tender.

Financial Requirements

Tenderers shall indicate the following in their commercial offers:

  • the price excluding VAT and other mandatory taxes and fees;
  • the price including VAT and other mandatory taxes and fees, where applicable.

Where a tenderer is not registered as a VAT payer, this shall be clearly indicated in the tender offer.

Where a tender offer is submitted for both lots, the cost of the goods and the total offer amount shall be specified separately for each lot.

The proposed price shall include all costs incurred by the Supplier, including taxes and fees, packaging, loading, transportation and delivery of the goods to the delivery locations specified by the Purchaser.

The Tender Offer Shall Include

  1. A commercial offer prepared in accordance with the Tender Form:
    • in an editable Excel and/or Word format;
    • a scanned copy signed by an authorised representative and stamped, if applicable.
  2. Registration documents:
    • an extract or excerpt from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations;
    • a copy of an extract from the register of taxpayers or another document confirming the applicable taxation system;
    • a bank account confirmation letter or a document containing the tenderer’s bank details.
  3. A statement of compliance with the qualification requirements, prepared in accordance with the provided template, signed by an authorised representative and stamped, if applicable.
  4. A cover letter prepared in accordance with the provided template.
  5. Letters of recommendation, if available, and copies of similar contracts, delivery notes and/or goods acceptance and transfer certificates, if available.
  6. Information about the proposed goods, including:
    • the full name of the goods;
    • the name of the manufacturer;
    • the trademark and model, if applicable;
    • a description of the technical characteristics.
  7. Certificates of conformity, test reports and/or other documents confirming the quality, safety and compliance of the proposed goods with the declared technical characteristics, where such documents are required by Ukrainian legislation or the tender documentation.

The tenderer may provide additional documents confirming its technical, organisational and operational capacity to supply the goods.

Scanned copies of the registration documents shall be submitted together with the complete tender offer package.

Payment Terms

Payments shall be made in the national currency of Ukraine — Ukrainian hryvnia — by bank transfer to the Supplier’s bank account.

Preference shall be given to the tenderer offering the best value for money, optimal delivery terms and favourable payment conditions.

All other conditions being equal, preference shall be given to a tenderer who agrees to receive 100% payment after each actual delivery of the goods and the signing of the relevant supporting documents by the Parties.

The successful tenderer shall be selected by the Tender Organiser following the financial and technical evaluation of the submitted tender offers, but no later than 4 August 2026.

Notification of the tender results shall be sent to the email address indicated by the tenderer in the Tender Form.

The tenderer acknowledges and agrees that the Tender Organiser reserves the right to request additional documents and/or information confirming that the submitted documents and tender offer comply with the requirements and conditions of this tender announcement.

By submitting documents for participation in the procurement procedure under this announcement, the tenderer confirms its understanding and acceptance that the Tender Organiser may reject its offer where the offers submitted by other tenderers contain more advantageous terms.
