Tender for the procurement of protective equipment for MMT Teams under Project No.UKR/PCA2025833/PD2026908 “Provision of Integrated Child Protection and Social Support Services in Remote Areas of Sumy Region”

Fishermen Club of Ukraine (hereinafter referred to as “FCU”), EDRPOU code 42261174, announces a tender for the procurement of protective equipment for MMT Teams under Project No.UKR/PCA2025833/PD2026908 “Provision of Integrated Child Protection and Social Support Services in Remote Areas of Sumy Region”
Tender announcement date: June 04, 2026.
Place of delivery of goods: DAP Incoterms 2020 (Delivered at Place – “Delivery and unloading at destination”): Sumy region, Sumy city, 3 Voskresenska Street
Delivery period of goods: until July 01, 2026 (inclusive).
Submission deadline for tender proposals: 7 (seven) calendar days – until June 09, 2026 (inclusive).
All tender proposals received by FCU after the deadline, namely after 16:00 on June 11, 2026, will not be considered.
Requirements for Participants:
Participants must:
- be duly registered business entities in accordance with the legislation of Ukraine;
- have relevant types of economic activity (KVED);
- have experience in supplying similar goods;
- ensure high-quality and timely delivery of goods in accordance with the terms of this tender.
Financial requirements:
Participants must indicate in the commercial proposal:
- price excluding VAT (or other mandatory taxes/charges);
- price including VAT (or other mandatory taxes/charges, if applicable).
If the participant is not a VAT payer, this must be separately indicated in the proposal.
Evaluation of tender proposals is carried out based on the price excluding VAT in order to ensure equal conditions for all participants.
The tender proposal must include the following information:
- Commercial proposal (in accordance with the ‘Tender Form’) in Word format and a scanned copy of the commercial proposal bearing a signature and stamp in PDF format.
- Registration documents:
- an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations (not older than 3 months from the date of submission);
- a copy of the tax payer’s certificate or registration, a copy of an extract from the tax payer register (not older than 3 months from the date of submission);
- a certificate of account opening/bank details;
- a copy of the sole trader’s or company director’s passport (pages 1–6 and the page showing the place of registration) or both sides of the ID card, together with a residence certificate;
- a copy of the first page of the Ukrainian citizen’s passport for travel abroad (the page containing personal details, where the name is written in Latin characters) — if available.
- Certificate of compliance with qualification requirements (as per the template) bearing a signature and stamp (if available);
- Cover letter (as per the template) bearing a signature and stamp (if available);
- DSTU quality certificates for the goods specified in the tender form.
Scanned copies of registration documents shall be provided as part of the full tender documentation package.
Payment: to be made in Ukraine’s national currency—the hryvnia—by bank transfer to the supplier’s bank account.
Preference will be given to the supplier offering the best ratio of price and quality of services, terms of service provision and payment.
The determination of the tender winner will be carried out by the organizer after financial and technical evaluation of the submitted proposals in accordance with the essential selection criteria specified in this announcement, but no later than June 15, 2026. Notification will be sent to the email address specified in the Tender Form.
Evaluation matrix of tender proposals:

| Payment terms | 15 | Flexibility — post-payment, prepayment, staged payments. |
| Social responsibility | 10 | Preference is given to suppliers operating locally, implementing environmental practices and/or creating employment opportunities for socially vulnerable groups. |
Evaluation under the “Price” criterion is carried out as follows: the lowest price receives the maximum score, other proposals are evaluated proportionally.
Evaluation is carried out separately for each lot.
The winner is the participant who has received the highest total score.
The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information confirming compliance of certain provisions of the documents with the requirements and conditions of this announcement.
By submitting documents for participation in the general procedure (tender) under this announcement, the participant confirms its understanding and agreement that the organizer may reject its proposal if proposals of other participants contain more favorable conditions.
FCU makes efforts to prevent, detect and take measures against all cases of fraud and abuse.
