Tender for the procurement of services for the organization and delivery of training for engaged consultants and staff on the project launch and the application of the SPHERE Standards within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Actions (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces a tender for the procurement of services for the organization and delivery of training for engaged consultants and staff on the project launch and the application of the SPHERE Standards within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localised Actions (EMPOWER)”. The project is implemented under Grant Agreement No. 81322765 dated December 16, 2025, with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Tender announcement date: August 25, 2026.
Place of service delivery: Lviv, Ivano-Frankivsk, Zakarpattia, Ternopil, Khmelnytskyi, Chernivtsi, Volyn or Rivne region.
Tentative dates: September 21–24, 2026. The final dates will be communicated additionally.
Deadline for submission of tender offers: 14 (fourteen) calendar days, including the announcement date – through September 7, 2026, inclusive.
All tender offers received by FCU after the submission deadline, namely after 18:00 on September 7, 2026, will not be considered.
Requirements for Participants:
The services must be provided by a business entity duly registered in accordance with the applicable legislation of Ukraine, holding the relevant KVED activity codes, having experience in providing similar services and being able to provide the services within the time frame specified in the contract.
The tender offer must include the following information:
- A commercial offer (in accordance with the “Tender Form”) in Excel or Word format, together with a scanned copy bearing the signature and stamp (if applicable).
- Registration documents:
- an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
- a copy of an extract from the Taxpayer Register or a copy of a document confirming the applicable taxation system;
- a bank account confirmation letter/bank details;
- a copy of the passport of the individual entrepreneur or the head of the company (pages 1–6 and the page indicating the registered place of residence), or a copy of both sides of the ID card together with an extract confirming the place of residence;
- a copy of the first page of the passport of a citizen of Ukraine for travel abroad (the personal data page indicating the name in Latin script), if available.
- A certificate of compliance with the qualification requirements (using the provided template), signed and stamped (if applicable);
- A cover letter (using the provided template);
- Letters of recommendation (if available).
Scanned copies of the registration documents must be submitted together with the complete package of tender documents.
Payment: payments will be made in the national currency of Ukraine – hryvnia (UAH) – by bank transfer to the Supplier’s bank account.
Preference will be given to the Supplier offering the best value for money, optimal service delivery and payment terms. All other conditions being equal, preference will be given to a Supplier that agrees to 100% payment after the services have actually been provided.
The winner will be selected after the offers have been assessed for compliance with the technical and qualification requirements and financially evaluated. The main criteria are compliance with the requirements, total cost, payment terms and ability to provide the services within the specified time frame, but no later than September 10, 2026. Notification will be sent to the email address specified in the Tender Form.
The Participant in this tender acknowledges and agrees that the Tender Organizer reserves the right to request additional documents and/or information from the Participant confirming that individual provisions of the submitted documents comply with the requirements and conditions of this announcement.
By submitting documents to participate in the procurement procedure (tender) under this announcement, the Participant confirms its understanding and agreement that the Tender Organizer may reject its offer if other Participants’ offers contain more advantageous terms.
