Tender for the procurement of stationery supplies for training activities and psychosocial support (PSS) sessions at Family Support Centers and MMTs within the framework of the project “Empowering Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces a tender for the procurement of stationery supplies for training activities and psychosocial support (PSS) sessions at Family Support Centers and MMTs within the framework of the project “Empowering Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”.
The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Tender announcement date: 13 July 2026.
Place of delivery: Kharkiv, Mykolaiv, Fastiv, Dnipro, and Kherson.
The goods shall be delivered to the Family Support Centers in the above-mentioned cities in approximately equal quantities, based on the Customer’s requests. Delivery shall be carried out at the Supplier’s expense. The exact delivery addresses will be provided by the Customer additionally.
Delivery period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or in the event of an extension of the project implementation period.
The estimated delivery frequency is once per month. The quantities and delivery dates of each consignment may be specified in separate requests issued by the Customer.
Deadline for submission of tender proposals: seven (7) calendar days, including the announcement date — until 19 July 2026 inclusive.
All tender proposals received by FCU after the submission deadline, namely after 6:00 p.m. on 19 July 2026, will not be considered.
Requirements for participants
Participants must:
- be duly registered business entities in accordance with the legislation of Ukraine;
- have the relevant types of economic activity registered under the Classification of Economic Activities (KVED);
- have experience in supplying similar goods;
- ensure the high-quality and timely delivery of goods in accordance with the terms and conditions of this tender.
Financial requirements
Participants must specify in their commercial proposal:
- the price excluding VAT or other mandatory taxes and fees;
- the price including VAT or other mandatory taxes and fees, where applicable.
Where a participant is not a VAT payer, this must be clearly indicated in the proposal.
The tender proposal must include the following information and documents
- A commercial proposal completed in accordance with the Tender Form, submitted in Excel or Word format, together with a scanned copy bearing the authorized signature and company stamp, where applicable.
- Registration documents:
- an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations;
- a copy of an extract from the register of taxpayers or another document confirming the applicable taxation system;
- a bank account confirmation letter and/or bank details.
- A certificate confirming compliance with the qualification requirements, completed according to the provided template and bearing the authorized signature and company stamp, where applicable.
- A cover letter completed according to the provided template.
- Letters of recommendation, where available, as well as information confirming relevant experience, copies of similar contracts, delivery notes and/or goods acceptance and transfer certificates.
The participant may provide additional documents confirming its technical, organizational, and operational capacity to supply the goods.
Scanned copies of the registration documents must be submitted together with the complete package of tender documentation.
Payment terms
Payments will be made in the national currency of Ukraine — Ukrainian hryvnia — by bank transfer to the Supplier’s bank account.
Preference will be given to the participant offering the best value for money, optimal delivery conditions, and favorable payment terms. All other conditions being equal, preference will be given to a participant who agrees to receive 100% payment after each delivery has been completed and the relevant primary accounting documents have been signed.
The tender winner will be selected by the organizer following the financial and technical evaluation of the submitted proposals, but no later than 22 July 2026. Notification of the tender results will be sent to the email address specified by the participant in the Tender Form.
By participating in this tender, the participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information confirming compliance with specific provisions of the submitted documents and with the requirements and conditions of this announcement.
By submitting documents to participate in the procurement procedure under this announcement, the participant confirms its understanding and acceptance that the organizer may reject its proposal where other participants offer more favorable terms and conditions.
