Tender for the procurement of supervision and online training services for engaged consultants and project staff under the project “Empowering Communities in Southern and Eastern Ukraine through Localized Action (EMPOWER)

The PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as the “FCU”) announces a tender for the procurement of supervision and online training services for engaged consultants and project staff under the project “Empowering Communities in Southern and Eastern Ukraine through Localized Action (EMPOWER).” The project is implemented pursuant to Grant Agreement No. 81322765 dated 16 December 2025, with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Lot 1. Supervision services for case managers and psychologists providing services at hubs and as part of mobile multidisciplinary teams.

Lot 2. Online training services on gender equality and inclusion for engaged consultants and project staff.

A Bidder may submit a tender proposal for either one or both Lots.

Tender announcement date: 3 August 2026.

Service delivery format: Remotely, online and in real time via Zoom, Google Meet, or another platform agreed upon in advance with the Customer.

Service delivery period: Through 14 December 2026 inclusive, with the possibility of a further extension subject to the Parties’ mutual agreement and/or an extension of the project implementation period.

Deadline for submission of tender proposals: Seven (7) calendar days, including the announcement date—through 9 August 2026 inclusive.

Tender proposals received by NGO “FCU” after the submission deadline, namely after 6:00 p.m. on 9 August 2026, will not be considered.

Requirements for Bidders

Bidders must:

  • be business entities duly registered in accordance with the legislation of Ukraine;
  • have an appropriate type of economic activity registered under the Ukrainian Classification of Economic Activities (KVED) for the provision of the specified services;
  • be capable of providing the services remotely within the time frame stipulated by the agreement;
  • possess the education, professional qualifications, and competence required for the selected Lot.

Experience in providing similar services will be considered an advantage during the evaluation of tender proposals.

The Bidder shall confirm its ability to provide the services under the selected Lot or Lots properly, efficiently, and within the required time frame, in accordance with the Customer’s requirements.

The tender proposal must include the following information and documents:

  • a commercial proposal completed in accordance with the Tender Form in Excel or Word format, together with a scanned copy bearing a signature and seal;
  • registration documents:
    • an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations;
    • a copy of an extract from the Register of Taxpayers or another document confirming the applicable taxation system;
    • a bank account certificate or bank details;
  • a signed and sealed certificate confirming compliance with the qualification requirements, using the provided template, where applicable;
  • a cover letter using the provided template;
  • the CV of the specialist or specialists who will directly provide the services;
  • copies of documents confirming education, professional qualifications, professional development, and/or completion of specialized training;
  • information about experience in providing similar services;
  • documents confirming experience in providing similar services, such as copies of agreements, letters of recommendation, references, certificates of services rendered, or other supporting documents.

If submitting a tender proposal for both Lots, the Bidder must specify the cost of services separately for each Lot and provide documents confirming compliance with the qualification requirements for each selected Lot.

Scanned copies of the registration documents must be submitted as part of the complete tender documentation package.

Payment: Payments will be made in the national currency of Ukraine—the hryvnia—by bank transfer to the Contractor’s bank account.

Preference will be given to the Bidder offering the best value for money, appropriate professional qualifications, and optimal service delivery and payment terms. All other conditions being equal, preference will be given to a Bidder who agrees to 100% payment in arrears for the services actually provided, based on certificates of services rendered signed by the Parties.

The tender winner will be selected separately for each Lot based on the financial and technical evaluation of the submitted proposals in accordance with the material selection criteria and conditions specified in this announcement, but no later than 12 August 2026. Notification will be sent to the email address specified in the Tender Form.

By participating in this tender, the Bidder acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information confirming that individual provisions of the submitted documents comply with the requirements and conditions of this announcement.

By submitting documents to participate in the procurement procedure under this announcement, the Bidder confirms its understanding and acceptance that the tender organizer may reject its proposal if proposals submitted by other Bidders contain more favourable terms.
