Tender for the Procurement of Transportation, Storage, and Materials Handling Services

FISHERMEN CLUB OF UKRAINE (hereinafter – NGO “FCU”), EDRPOU code 42261174, announces a tender for the procurement of services for transportation, storage, and handling of materials within the framework of Project No. UKR26_0222 dated March 04, 2026 “DOVIRA II: ‘Trust in Ukrainian’ – Development of Organized Life-Saving Interventions to Provide Assistance to the Most Vulnerable Population in Ukraine”.

Tender announcement date: April 08, 2026.
Place of service provision: Ukraine, Sumy, 3 Voskresenska Street — territorial communities of Sumy region (list provided in the Tender Form).
Service period: from May 01, 2026 to November 30, 2026.
Deadline for submission of tender proposals: 21 (twenty-one) calendar days — until April 29, 2026 (inclusive until 18:00).

All tender proposals received by NGO “FCU” after the submission deadline, namely after 18:00 on April 29, 2026, will not be considered.


Requirements for Participants:

The Participant must:

  • be a registered business entity in accordance with the legislation of Ukraine;
  • have at least one year of experience in providing similar logistics services;
  • ensure the performance of services within the timeframes specified in the contract;
  • guarantee storage, loading, and unloading of goods;
  • confirm the ability to perform services in a качественно and timely manner;
  • ensure the availability of vehicles with appropriate load capacity and proper technical condition.

Financial requirements:

Participants must indicate in the commercial proposal:

  • price excluding VAT (or other mandatory taxes/fees);
  • price including VAT (or other mandatory taxes/fees, if applicable).

If the participant is not a VAT payer, this must be separately indicated in the proposal.

Evaluation of tender proposals will be carried out based on the price excluding VAT in order to ensure equal conditions for all participants.


The tender proposal must include the following information:

  • Commercial proposal (in accordance with the “Tender Form”) in Excel/Word format + scanned copy with signature and seal.

Registration documents:

  • extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations (not older than 3 months from the submission date);
  • copy of tax certificate or taxpayer certificate, copy of extract from the taxpayer register (not older than 3 months from the submission date);
  • bank account certificate/details;
  • copy of passport of the individual entrepreneur or company director — pages 1–6 and pages indicating place of registration, or both sides of ID card together with residence extract;
  • copy of the first page of the international passport of a citizen of Ukraine (page with personal data indicating name in Latin) — if available.
  • Certificate of compliance with qualification requirements (according to the template) with signature and seal (if available);
  • Cover letter (according to the template);
  • Vehicle registration certificate;
  • Reference letters (if available).

Scanned copies of registration documents shall be submitted as part of the full tender documentation package.


Payment:

Payment is made in the national currency of Ukraine — hryvnia. The cost of services is determined in US dollars (USD) and is fixed for the entire duration of the contract. Settlements are made in the national currency of Ukraine — hryvnia (UAH) at the official exchange rate of the bank for selling USD to UAH on the date of crediting funds from the donor to the Client’s account.


Preference will be given to the supplier offering the best value for money in terms of service quality, service conditions, and payment terms (under equal conditions, preference will be given to the supplier offering 100% payment upon completion of services).

The winner of the tender will be determined after financial and technical evaluation of the tender proposals in accordance with the selection criteria defined in this announcement, but no later than May 04, 2026. Notification will be sent to the email address specified in the Tender Form.

The participant of this competition acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information confirming compliance of certain provisions with the requirements and conditions of this announcement.

By submitting documents for participation in this procedure, the participant confirms their understanding and agreement that the organizer may reject their proposal if proposals from other participants contain more advantageous conditions.
