Tender for the procurement of Financial Manager services within the framework of the project “Strengthening communities in the south and east of Ukraine through localized measures (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces a tender for the procurement of Financial Manager services within the framework of the project “Strengthening communities in the south and east of Ukraine through localized measures (EMPOWER)”.

The project is implemented on the basis of Grant Agreement No. 81322765 dated 16 December 2025 with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Tender announcement date: 24 February 2026.
Subject of procurement: Financial Manager services
Format of service provision: hybrid format
Estimated scope of services: approximately up to 144 hours per month depending on project needs
Cooperation format: provision of services within the framework of the project on the basis of a contract with an Individual Entrepreneur (FOP).

The service provider independently organizes the process of service provision and is not subject to the internal labor regulations of FCU.

Term of service provision: until 14 December 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or in case of extension of the project implementation period.

Deadline for submission of tender proposals: 7 (seven) calendar days including the date of announcement — until 02 March 2026 inclusive.

All tender proposals received by FCU after the submission deadline, namely after 20:00 on 02 March 2026, shall not be considered.

The tender proposal must contain the following information:

  • Commercial proposal (in accordance with the “Tender Form”) in Excel or Word format + scanned copy signed and stamped.
  • Registration documents:
    • extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
    • copy of the extract from the taxpayers register or copy of the document confirming the taxation system;
    • certificate of bank account opening / bank details.
  • Statement of compliance with qualification requirements (according to the template) signed and stamped (if available);
  • CV of the service provider.

Scanned copies of registration documents shall be provided together with the complete package of tender documentation.

In the absence of a registered Individual Entrepreneur (FOP) at the moment of proposal submission, the participant may provide a confirmation letter regarding readiness to register as an Individual Entrepreneur in case of being selected as the winner.

Payment: settlements shall be made in the national currency of Ukraine — hryvnia, in non-cash form by transferring funds to the bank account of the service provider.

TECHNICAL ASSIGNMENT

Main functions:

  • financial planning and budgeting;
  • preparation and submission of financial reporting to donors and headquarters;
  • supervision of accounting and bookkeeping;
  • ensuring compliance with donor requirements and current legislation of Ukraine;
  • management of cash flows and banking operations;
  • support of audits and financial inspections;
  • development of the financial capacity of the team and supervision of personnel.

Expected results (KPI):

  • project and organizational budgets are prepared and approved on time;
  • actual expenditures correspond to planned indicators, deviations are justified and approved;
  • financial reporting is submitted on time, without comments or with minimal comments that are promptly addressed;
  • accounting is maintained correctly and systematically;
  • donor comments level — no more than 5%;
  • full compliance of financial processes with donor requirements and legislation;
  • absence of fines and sanctions;
  • stable cash flow management, timely payments;
  • successful completion of audits without significant comments;
  • increased financial capacity of the team.

Requirements for the service provider:

  • higher education in finance, accounting, economics, audit, or related fields; experience working as a financial manager / financial specialist in projects, preferably in NGOs or grant programs;
  • practical experience working with donor funds, project budgets, and financial reporting;
  • knowledge of principles of financial planning, budgeting, and financial control;
  • understanding of donor requirements for financial reporting and audit;
  • knowledge of Ukrainian legislation in the field of finance and accounting;
  • certifications (ACCA, CIPA, CAP, etc.) — desirable but not mandatory;
  • experience working with accounting and financial software (BAS / 1C, client-bank);
  • confident proficiency in Excel / Google Sheets;
  • skills in preparing financial reports and forecasts;
  • ability to work with a large volume of primary documentation;
  • business communication skills with donors and internal teams;
  • English language proficiency not lower than A2 level;
  • high level of responsibility and attention to detail;
  • analytical thinking and systematic approach;
  • integrity and adherence to principles of financial transparency;
  • ability to work in a team and coordinate with different departments;
  • stress resistance, organization skills, ability to work with deadlines.

The winner of the tender shall be determined by the organizer after financial and technical evaluation of the submitted proposals according to the essential selection criteria specified in this announcement in Table 1, but no later than 05 March 2026. Notification shall be sent to the email address specified in the Tender Form.

Evaluation of tender proposals shall be carried out in accordance with the requirements of the procurement procedure and taking into account the specifics of the services being procured.

Evaluation of proposals shall be carried out using the principle of best value for money (optimal ratio of price and quality), and not exclusively based on the lowest price criterion.

Notification of results shall be sent to the email address specified in the tender form.

The participant of this tender acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or reject the proposal in case more advantageous conditions are offered by other participants.
