Tender for the procurement of Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist services within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”

PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces a tender for the procurement of Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist services within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”.

The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Tender announcement date: 20 May 2026.

Subject of Procurement

Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist services

Service provision format: hybrid.

Estimated scope of services: up to approximately 160 hours per month depending on project needs.

Cooperation format: provision of services within the framework of the project based on a civil law agreement with an Individual Entrepreneur / Sole Proprietor (FOP).

The service provider independently organizes the service provision process, is not subject to the internal labor regulations of FCU, and is not considered to be in an employment relationship with the Organization.

Service provision period: until 14 December 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or in the event of extension of the project implementation period.

Deadline for submission of tender proposals: until 26 May 2026 inclusive (until 20:00 Kyiv time).

All tender proposals received by FCU after the submission deadline, namely after 20:00 on 26 May 2026, shall not be considered.


Tender Proposal Must Include the Following Information:

  • Commercial Proposal (in accordance with the Tender Form) in Excel or Word format + scanned copy signed and stamped (if applicable);
  • Registration documents:
    • extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
    • copy of tax payer registration extract or copy of the document confirming the taxation system;
    • bank account confirmation / bank details;
  • Certificate of compliance with qualification requirements (according to the template) signed and stamped (if applicable);
  • CV of the service provider.

Scanned copies of registration documents shall be submitted together with the complete tender documentation package.

If the participant is not registered as an FOP at the time of submission, they may provide a confirmation letter regarding readiness to register as an FOP in the event of being selected as the winner.


Payment Terms

Payments shall be made in the national currency of Ukraine — hryvnia (UAH), in non-cash form by transfer to the service provider’s bank account.


Terms of Reference

Main Functions:

  • development and implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) systems for all project components;
  • development of monitoring tools, data collection forms, indicator matrices, and data quality control mechanisms;
  • coordination of baseline, midline, and final project evaluations, as well as special studies if required;
  • organization and implementation of monitoring visits, data verification, and assessment of the quality of project activities implementation;
  • analysis of quantitative and qualitative data, preparation of analytical materials, reports, and recommendations;
  • preparation of internal and donor reports in accordance with project requirements;
  • support of accountability mechanisms, including feedback and complaint response channels;
  • preparation of success stories, lessons learned, and analytical documentation;
  • training and advising staff and partners on the use of MEAL tools and data collection procedures;
  • interaction with the program team, partners, and donors regarding monitoring, evaluation, and reporting matters;
  • support of adaptive management processes through provision of recommendations for improving project implementation;
  • maintenance of documentation and ensuring audit readiness in accordance with the organization’s internal policies and donor requirements;
  • participation in field visits and project activities according to project needs.

Expected Results (KPIs):

  • MEAL systems for all project components are developed and implemented according to the approved plan;
  • monitoring tools, data collection forms, and indicator matrices are prepared and actively used;
  • baseline, midline, and final evaluations are conducted according to schedule;
  • monitoring visits are conducted regularly, and data is verified and documented;
  • internal and donor reporting is submitted on time and in accordance with requirements;
  • recommendations for improving project implementation are provided and utilized by the program team;
  • accountability mechanisms and feedback channels function properly;
  • success stories, lessons learned, and analytical materials are prepared and systematized;
  • compliance with donor MEAL requirements and audit readiness ensured;
  • staff and partners trained on MEAL tools and data collection procedures.

Requirements for the Service Provider:

  • higher education in social sciences, statistics, economics, international development, public health, project management, or related fields;
  • experience in monitoring and evaluation of projects (MEAL/M&E);
  • experience working within NGOs, humanitarian, or international projects is desirable;
  • knowledge of project monitoring and evaluation methodologies, accountability principles, and data management;
  • experience working with data collection and analysis tools (Excel, Power BI, Kobo, Google Forms, or аналогues);
  • skills in data analysis, preparation of analytical conclusions, and recommendations;
  • experience in preparation of internal and donor reporting;
  • skills in development of indicators, logical frameworks, and data collection tools;
  • skills in conducting monitoring visits and data quality verification;
  • proficiency in office software (MS Office / Google Workspace);
  • communication, organizational, and analytical skills;
  • willingness to participate in field visits and project activities according to project needs;
  • high level of responsibility, systems thinking, and ability to work in a multitasking environment;
  • English language proficiency at a minimum Intermediate (B1) level;
  • additional certifications in MEAL, M&E, data analysis, or project management will be considered an advantage.

The tender winner shall be determined by the organizer following financial and technical evaluation of submitted proposals according to the essential selection criteria specified in Table 1, but no later than 29 May 2026. Notification shall be sent to the email address specified in the commercial proposal.

Evaluation of tender proposals shall be conducted in accordance with FCU procurement procedures and taking into account the specifics of the services being procured.

Evaluation of proposals shall be conducted using the best value for money principle rather than solely based on the lowest price criterion.

The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information from the participant or reject a proposal if other participants offer more advantageous conditions.
