Tender for the Procurement of Services for Team Transportation Support

Fishermen Club of Ukraine (hereinafter referred to as “FCU”), EDRPOU code 42261174, announces a tender for the procurement of services for team transportation support (rental of passenger vehicles) in Sumy Oblast under Project No. UKR26_0222 dated March 4, 2026, “DOVIRA II: ‘Trust in Ukrainian’ – Development of Organized Life-Saving Interventions to Provide Assistance to the Most Vulnerable Population in Ukraine”.
Tender announcement date: March 30, 2026.
Place of service delivery: territorial communities of Sumy Oblast (in accordance with the Tender Form).
Service period: from April 15, 2026 to December 31, 2026
Deadline for submission of tender proposals: 14 (fourteen) calendar days including the date of announcement — until April 12, 2026 inclusive.
All tender proposals received by FCU after the deadline, namely after 20:00 on April 12, 2026, will not be considered.
Requirements for Participants:
Participants shall:
- ensure proper technical condition of the vehicles (each vehicle shall not be older than 5 years from the date of manufacture);
- have valid insurance policies;
- ensure availability of at least 4 passenger seats (excluding the driver);
- ensure that each vehicle is equipped with a functioning GPS tracking/navigation system for route monitoring;
- be duly registered business entities in accordance with the legislation of Ukraine;
- have relevant business activity classification (KVED), experience in providing similar services, as well as the necessary certificates and/or permits confirming the right to provide transportation services;
- ensure the ability to provide services within the specified timeframe and at the specified locations/
The participant confirms that it will ensure high-quality and timely provision of transportation services, including rental of passenger vehicles for mobile teams within Sumy Oblast in accordance with the requests agreed by the Parties “Organization of road transportation”.
The tender proposal must include the following information:
- A financial proposal (in accordance with the Tender Form) in Excel/Word format + a scanned copy with signature and stamp.
- Registration documents:
- extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations (not older than 3 months from the submission date);
- copy of tax registration certificate or extract from the taxpayer register (not older than 3 months from the submission date);
- bank account details / certificate of account opening;
- copy of the passport of the Individual Entrepreneur (FOP) or company director — pages 1–6 and the page indicating the place of registration, or a copy of the ID card (both sides) together with an extract confirming the place of residence;
- Statement of Compliance with qualification requirements (as per template) with signature and stamp (if applicable);
- Cover Letter (as per template);
- Vehicle registration certificate;
- Reference letters (if available).
Scanned copies of registration documents shall be provided as part of the full tender documentation package.
Payment: shall be made in the national currency of Ukraine — Ukrainian Hryvnia (UAH). The cost of services shall be determined with reference to the United States Dollar (USD) and shall be fixed for the duration of the project implementation. Conversion into UAH shall be made at the official exchange rate of the National Bank of Ukraine on the date of receipt of the respective tranche/funding from the donor to the Client’s account.
Preference will be given to the supplier offering the best ratio of price and quality of services, terms of service provision and payment (under equal conditions, preference is given to the supplier offering 100% post-payment upon service delivery).
The determination of the tender winner will be carried out by the organizer after financial and technical evaluation of the submitted proposals in accordance with the essential selection criteria specified in this announcement, but no later than April 15, 2026. Notification will be sent to the email address specified in the Tender Form.
The participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information confirming compliance of certain provisions of the documents with the requirements and conditions of this announcement.
By submitting documents for participation in the general procedure (tender) under this announcement, the participant confirms its understanding and agreement that the organizer may reject its proposal if proposals of other participants contain more favorable conditions.
