The PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces a tender for the procurement of Teacher Services for Family Support Centers and MDTs (Multidisciplinary Mobile Teams) within the framework of the project “Strengthening Communities in Southern and Eastern Ukraine through Localized Actions (EMPOWER)”.

The project is implemented under Grant Agreement No. 81322765 dated 16 December 2025 with the support of the German Society for International Cooperation (GIZ) GmbH.

The exact location of service delivery within each lot will be determined and communicated during contract negotiations.

Service Delivery Format: Hybrid.

Estimated Scope of Services: Approximately 56 hours per month per lot. This volume is indicative and may increase or decrease depending on project needs, the number of beneficiaries, and the implementation plan of project activities. The actual scope of services shall be determined by the Client according to project needs and may vary throughout the term of the contract.

Cooperation Format

Provision of services under a service agreement with an individual entrepreneur (FOP/Sole Proprietor).

The Service Provider shall independently organize the service delivery process and shall not be subject to the internal labor regulations of PO “FCU”.

Service Period

Until 14 December 2026 inclusive, with the possibility of extension upon mutual agreement of the Parties and/or in the event of an extension of the project implementation period.

Deadline for Submission of Tender Proposals

Within 14 (fourteen) calendar days from the date of announcement, i.e. until 22 June 2026 inclusive.

Any tender proposal received after 8:00 p.m. on 22 June 2026 shall not be considered.

Tender Proposal Requirements

The tender proposal shall include:

Commercial Proposal

Completed in accordance with the Tender Form in Excel or Word format, plus a scanned signed and stamped copy (if applicable).

Registration Documents

  • Extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
  • Copy of the taxpayer registration extract or another document confirming the taxation system;
  • Bank account confirmation letter and/or bank details.

Qualification Documents

  • Statement of compliance with qualification requirements (according to the provided template), signed and stamped (if applicable);
  • CV/Resume of the Service Provider.

Scanned copies of registration documents shall be submitted together with the full tender package.

If the participant is not registered as an FOP at the time of submission, a letter confirming readiness to register as an FOP in the event of selection as the winner may be submitted.

Payment Terms

Payments shall be made in the national currency of Ukraine (UAH) by bank transfer to the Service Provider’s bank account.

Terms of Reference

Main Functions:

  • Conducting individual and group educational sessions for children and adolescents in accordance with the area of specialization (Mathematics, Ukrainian Language, English Language, STEM, and Robotics);
  • Assessing the knowledge level, educational needs, and learning gaps of children and adolescents;
  • Providing educational support and assistance in mastering the school curriculum;
  • Developing and adapting educational materials according to participants’ age, level of preparation, individual needs, and emotional well-being;
  • Conducting practical, interactive, research-based, and project-oriented educational activities in accordance with the service provider’s specialization;
  • Promoting the development of learning skills, critical thinking, motivation to learn, and engagement in the educational process;
  • Providing consultations to children, adolescents, and their parents/guardians on educational matters;
  • Participating in multidisciplinary cooperation with case managers, psychologists, social workers, and other project specialists;
  • Participating in the activities of Family Support Centers and Mobile Multidisciplinary Teams (MMTs);
  • Maintaining required documentation and preparing reports in accordance with project and donor requirements;
  • Participating in team meetings, supervision sessions, and other project-related activities;
  • Ensuring a safe, inclusive, and child-friendly educational environment.

Expected Results (KPIs):

  • Delivery of the planned number of individual and/or group educational sessions in accordance with the project implementation plan;
  • Provision of regular educational support to children and adolescents in line with the service provider’s specialization;
  • Development and use of educational materials adapted to participants’ age, knowledge level, and individual needs;
  • Improvement in children’s and adolescents’ engagement in the educational process;
  • Contribution to improving knowledge levels, learning skills, and addressing educational gaps among participants;
  • Delivery of practical, interactive, and educational activities in accordance with the service provider’s specialization;
  • Positive feedback from children, parents/guardians, and members of the multidisciplinary team;
  • Timely and accurate maintenance of documentation and reporting in accordance with project requirements;
  • Active participation in multidisciplinary cooperation with other project specialists;
  • Ensuring effective communication with project participants, parents/guardians, and other stakeholders;
  • Maintaining a safe, inclusive, and child-friendly environment;
  • Timely submission of reports in accordance with the organization’s internal policies and donor requirements.

Requirements for the Service Provider:

  • Higher pedagogical education or education in a relevant subject area;
  • At least one year of teaching experience or experience working with children and adolescents;
  • Experience conducting individual and group educational sessions;
  • Knowledge of modern teaching and learning methodologies;
  • Knowledge of national educational standards and contemporary pedagogical approaches;
  • Skills in developing educational materials and adapting the learning process to participants’ needs;
  • Ability to motivate children to learn and maintain their engagement in the educational process;
  • Understanding of inclusive education principles, Child Protection standards, and approaches to working with children in stressful or crisis situations will be considered an advantage;
  • Skills in documentation management and report preparation;
  • Proficiency in MS Office and/or Google Workspace;
  • Experience using online learning platforms (Zoom, Google Classroom, or similar) will be considered an advantage;
  • Strong communication and organizational skills;
  • Willingness to work in a hybrid format and participate in field activities of the project;
  • Experience working with vulnerable population groups will be considered an advantage;
  • Certificates in pedagogy, non-formal education, SEL, PFA, Child Protection, or related fields will be considered an advantage;
  • Experience teaching the relevant subject area (Mathematics, Ukrainian Language, English Language, or STEM/Robotics) will be considered an advantage;
  • Desirable English language proficiency at A2 level or higher.

Evaluation of proposals will be conducted in accordance with the principle of best value for money, taking into account the optimal balance between price and quality, and not solely on the basis of the lowest price.
