PUBLIC ORGANIZATION “FISHERMEN CLUB OF UKRAINE” (hereinafter referred to as “FCU”) announces a tender for the procurement of team transportation support services (rental of passenger vehicles with drivers) in Mykolaiv, Kherson, Kharkiv, Dnipropetrovsk, and Kyiv regions within the framework of the project “Empowering Communities in Southern and Eastern Ukraine through Localized Measures (EMPOWER)”. The Project is implemented under Grant Agreement No. 81322765 dated December 16, 2025, with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Tender announcement date:
May 22, 2026.
Service location:
Mykolaiv, Kherson, Kharkiv, Dnipropetrovsk, and Kyiv regions (including the city of Kyiv).
Service provision period:
Until December 14, 2026 inclusive, with the possibility of further extension upon agreement of the Parties and/or in the event of extension of the Project implementation period.
Deadline for submission of tender proposals:
14 (fourteen) calendar days including the date of announcement — until June 4, 2026 inclusive.
All tender proposals received by FCU after the submission deadline, namely after 18:00 on June 4, 2026, shall not be considered.
Requirements for Participants
Participants must:
- ensure proper sanitary and technical condition of vehicles;
- possess valid insurance policies;
- ensure availability of at least 4 passenger seats (excluding the driver);
- ensure the availability of a functioning GPS monitoring and/or GPS navigation system in each vehicle for route tracking;
- ensure the availability of air conditioning and functioning seat belts for all passenger seats;
- ensure the possibility of оперативе replacement of the vehicle in case of technical malfunction;
- comply with safety requirements while operating in regions with increased risk levels;
- be duly registered business entities in accordance with the legislation of Ukraine;
- possess relevant economic activity classification codes (KVED), experience in providing similar services, and all necessary certificates and/or permits confirming the right to provide transportation services;
- ensure the ability to provide services within the specified timeframe and locations.
The Participant confirms that it shall ensure high-quality and timely provision of transportation services, including rental of passenger vehicles with drivers for mobile teams operating within Mykolaiv, Kherson, Kharkiv, Dnipropetrovsk, and Kyiv regions in accordance with the transportation requests agreed upon by the Parties.
Tender Proposal Must Include the Following Information
- Commercial proposal (according to the “Tender Form”) in Excel/Word format + scanned copy signed and stamped (if applicable);
- Registration documents:
- extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
- copy of tax payer extract or document confirming taxation system;
- bank account confirmation/bank details;
- Statement of compliance with qualification requirements (according to template), signed and stamped (if applicable);
- Cover letter (according to template);
- Copies of vehicle registration certificates;
- Copies of valid vehicle insurance policies;
- Copies of drivers’ licenses of the appropriate category and/or information regarding drivers and availability of appropriate licenses;
- Confirmation letter regarding the possibility of prompt service provision in the designated regions;
- Information regarding availability of drivers and ability to conduct trips;
- Guarantee letter regarding:
- proper technical condition of vehicles;
- timely maintenance servicing;
- possibility of оперативе vehicle replacement in case of malfunction;
- Information in free form regarding social responsibility, including:
- local business operations;
- job creation;
- engagement of local drivers;
- compliance with environmental approaches;
- support of socially vulnerable groups;
- Recommendation letters (if available), experience reference, copies of similar contracts and/or completion certificates.
The Participant may additionally provide documents confirming technical, organizational, and operational capacity for service provision.
Scanned copies of registration documents shall be submitted together with the complete tender documentation package.
Payment Terms
Payments shall be made in the national currency of Ukraine — hryvnia — in non-cash form by transfer to the supplier’s bank account.
Preference shall be given to the supplier offering the best price-quality ratio, optimal service conditions, and payment terms. Under otherwise equal conditions, preference shall be given to the supplier agreeing to 100% post-payment after actual provision of services.
The tender winner shall be determined following financial and technical evaluation of the submitted proposals according to the essential evaluation criteria specified in Table 1 of this announcement, but no later than June 12, 2026. Notification shall be sent to the email address specified in the Tender Form.
Evaluation of tender proposals shall be conducted in accordance with procurement procedures and taking into account the specifics of the services being procured.

The Participant acknowledges and agrees that the tender organizer reserves the right to request additional documents and/or information confirming compliance of submitted documents with the requirements and conditions of this announcement.
By submitting documents for participation in this procurement procedure (tender), the Participant confirms understanding and agreement that the organizer may reject the proposal if other participants submit more advantageous offers.
